The Opportunity:
Program Manager - Technical & Strategic Business Development
Senior-level leader responsible for leading and managing complex, cross-functional projects that align with the company's strategic business development goals. This role requires a blend of project management expertise, strategic perspective, exquisite business acumen, and cyber technical expertise to drive initiatives that enhance CACI's market position while enhancing value to customers. The ideal candidate will have executive-level and broad customer intimacy beyond existing customer set, a proven track record of major on-contract business growth, experience bidding and winning major contract awards, proven technical expertise to guide/enhance program modernization, and ability to establish strategically relevant teaming partnership for purpose of building a business pipeline.
Additionally, the role involves influencing the government to shift work to CACI contracts, preparing for and winning recompetes, and shaping the customer and program for future requirements while satisfying current mission needs. While the position is responsible for profit and loss (P&L) management, to include managing and balancing direct and indirect budgets, the role's higher priority is posturing the Cyber Line of Business to win new business whether through on-contract growth, recompetes, and other adjacent new business opportunities. This position requires the ability to effectively work and coordinate across CACI lines of business with both P&L and BD/Capture personnel to maximize overall business upside for the Cyber LOB and CACI as a whole.

Responsibilities:
- P&L Project Management and Leadership
- Aligns program milestones, priorities and activities with CACI's broader strategic objectives and goals to ensure efficiency and productivity.
- Ensure all stakeholders are aligned with the strategic goals and understand their roles in achieving them.
- Develop / execute comprehensive project plans, including scope, objectives, timelines, resources, and budgets.
- Manage the P&L aspects of projects, including budgeting, forecasting, and financial reporting.
- Identify risks and opportunities and precisely manage on a continuous basis
- Drive internal R&D initiatives to enhance CACI's competitive standing
- Manage talent management in a way to ensure success of existing program and future CACI business
- Ensure team skills match the customer demands and expectations
- Executive-Level Customer Intimacy and Stakeholder Management: Builds and maintains strong, executive-level relationships with key customers to understand customer needs, pain points, and strategic objectives, delivering outcomes for customer goals, enhancing customer satisfaction and loyalty, and improving CACI's position for long-term strategic success.
- Technical Direction: Manages technical direction and strategy to continuously evolve, enhance, and elevate the skillsets of the program to meet rapidly evolving customer needs.
- On-Contract Business Growth: Grows business within existing contracts through value-added services and solutions to directly contribute to CACI's revenue growth and market position. Identifying opportunities for contract expansion and pursues them aggressively and proactively to secure additional business and enhance CACI's competitive advantage.
- Strategically Relevant Teaming Partnerships: Establishing and managing strategically relevant teaming partnerships that align with CACI's strategic goals to enhance the company's market position.
- Influencing Government Contracts: Influences government entities to shift work to CACI contracts by demonstrating the value of CACI's capabilities.
- Recompete Preparation and Wins: Prepares for recompetes and new business opportunities by shaping the customer's perception and posturing the program to meet future requirements while still satisfying current mission needs
- Contract and Requirement Modification: Works collaboratively with customers to change project requirements and contract terms to enhance mission support and financial outcomes, including adding or changing LCATs and renegotiating rates, ensures that projects remain financially viable and competitive.
- Financial Management: Managing and balancing direct and indirect budgets for projects ensures efficient allocation and utilization of resources. This financial discipline is essential for maintaining profitability and contributing to CACI's overall financial health.
- Internal R&D: Drives internal Research and Development (R&D) initiatives to foster innovation and competitive advantage. Qualifications:
Required:
- Bachelor's degree in Business, Project/Program Management, Engineering, or related field.
- Active TS/SCI w/Polygraph.
- Ten (10) years' (minimum) experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity is required.
- Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
- Minimum of (1) year demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
- Knowledge of the guidelines provided by the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
- Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
- PMP, FAC-P/PM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management.
- Demonstrable performance and expertise in financial management to include precision in forecasting and risk management, and balancing direct labor goals with indirect budgets.
- Demonstrable performance building executive level customer relationships that translate to on-contract growth.
- Experience managing internal R&D (IRAD) initiatives to position CACI for new business and aid in talent acquisition.
