Duties

The United States Space Force (USSF) at Los Angeles AFB, CA or Peterson SFB, CO is searching for a System Program Director for Battle Management to support SYD 85/BM (NH-1101-04, GS-14/15 Equivalent).

Description:
Division chief/System Program Director (SPD) for the geographically distributed (primarily LAAFB and Peterson AFB) 400-member Battle Management/Missile Warning program management office within Space Systems Command (SSC) System Delta 85 (SYD 85). Manages the cost/schedule/performance of $6B+ in space system capabilities. Directs space warfighting software development and deploys capabilities to the National Space Defense Center, Combined Space Operations Center, Missile Warning Center, Space Components, and other Combatant Commands. Develops and executes software pathway program acquisition strategy with Congress, Office of the Secretary of War, Service Staffs, and Combatant Commands. Sustains Integrated Threat Warning/Attack Assessment system and ensures Missile Warning data for North America and Regional Theaters.

Ideal Candidate:
TS/SCI cleared and SAP-eligible is mandatory. Graduated Materiel Leader/System Program Manager with strong leadership experience and strong program management experience is highly preferred. PM Advanced certification (or equivalent) is required. Experience with software intensive systems is highly desired; knowledge and experience with Software Acquisition Pathway programs is highly desired. Strong knowledge of and experience in systems supporting/performing space command and control, and space domain awareness enterprise functions is highly desired; knowledge and experience in systems supporting missile warning and tracking mission area is desired. Knowledge and experience in battle management enterprise activity is highly desired. Knowledge of National Security Space Enterprise architecture is required.

Key Skills and Abilities:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases, gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors.

  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / Relocation funding is not authorized.
  • Subject to TDY 15 days per year.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Financial Disclosure Statement: Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report.
