Job Description

Duties

  • Serves as Team Leader. Communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements.
  • Interprets data to identify problems, determines nature of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operations.
  • Performs or conducts research, investigates and solves problems involving reconciliations of discrepancies to identify, analyze and provide solutions regarding multiple entitlements.
  • Coordinates with internal/external financial/program management personnel to resolve issues and/or prevent accounting errors.
  • Performs varied duties, involving financial services payment systems.
  • Performs other duties as assigned.

  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Incumbent of this position is required to comply with all Department of Defense requirements of this certification program.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
Qualifications

SPECIALIZED EXPERIENCE: 1 year of specialized experience equivalent to the next lower grade level. Comprehensive knowledge of and skills in the interrelationships of the various financial, personnel and computer file systems, methods, techniques, precedent cases and procedures to resolve especially difficult and/or sensitive problems. Information is used to perform complicated actions to solve problems associated with processing transactions within the financial system. Uses broad in-depth, practical knowledge and judgment to reconstruct inaccurate accounts, gathers and organizes information for inquires and resolves problems referred by others. Knowledge and skill to suggest specific changes to the guidelines themselves, development of control mechanisms, additional training for customers and specific guidance related to the procedural handling of documents and information. Knowledge and skills of the procedures and techniques to conduct difficult and responsible analysis and determinations within a complete financial management system to validate transactions and to perform research to resolve inconsistencies. Knowledge of personnel regulations and personnel management systems necessary to understand the interface with financial management systems and how they affect pay and entitlements to Soldiers and civilians. Knowledge of the rules, regulations, pay, and entitlements of excepted service technicians in a military status. Comprehensive knowledge of and skill in determining appropriate payments to vendors by applying Prompt Payment Act, tax law, contract law, account code structure, invoice processes, and Grants and Cooperative Agreement regulations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

The Human Resources Officer (HRO) is the final approval for all ETP waivers. If approved, the memorandum will be returned to you and then submitted with your application.

Education

To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
You may combine education with specialized experience to meet the length of experience requirement for GS-09. Such education must demonstrate the knowledge, skills, and abilities necessary to do the line of work.

For the GS-09 level: To qualify on education alone applicant must have one of the following: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09 including for combination of education and specialized experience.
