SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1.) Adheres to comprehensive aviation safety plans, while also inspecting airfields and facilities to proactively identify and rectify unsafe practices, 2.) Spearhead unit missions as the lead test support pilot-in-command across a range of challenging conditions including visual, instrument, and meteorological for both research and developmental purposes, 3.) Oversees operation of a variety of aircraft; and 4.) Manage and execute all required aviation operational activities, providing critical support for a variety of test programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13/NH-03).

At the time of initial appointment, candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with Federal Aviation Administration (FAA) regulations; both meet the intent of the requirement. *You must submit supporting documentation for this requirement.
*A current Federal Aviation Administration (FAA) Commercial Pilot Certificate and/or the appropriate military rating. Current Federal Aviation Administration (FAA) certificate with commercial or higher with the following privileges: commercial helicopter and instrument helicopter or equivalent military ratings. NOTE: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Please note - the pilot certificate must include the rating(s) appropriate to the work of the position to be filled. For example, a position that involves flying a multi-engine airplane to various destinations under instrument flight rules would require the Commercial Pilot Certificate with the airplane, multi-engine, and instrument ratings or appropriate U.S. military ratings. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g. an Airline Transport Pilot Certificate. *You must submit supporting documentation for this requirement.
*Applicants for this position must meet certain minimum flight hour requirements, including recent flight experience. Minimum requirements are total flight time 1500 hours (Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placements actions, up to one-fourth of the total flight hours may by waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: They hold the certificates and ratings required; They have acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; They meet the requirements in terms of level and quality of experience; and Their flying history indicates they are qualified for the position.), pilot-in-command 250 hours (Only flight hours acquired as pilot-in-command are creditable), night flying 75 hours (For inservice placement actions 25 hours may be waived if the candidate demonstrates the ability to perform the work), flying time in the last 12 months 100 hours (For inservice placement actions, up to one-half of the flight hours may be waived provided the individual's total background reflects the ability to perform the duties of the position safely. - Directs a diverse, multi-functional work operation, providing direct guidance and control over all assigned work
- The incumbent determines the overall objectives and levels of resources needed to accomplish the work, independently accomplishes assignments, resolves conflict, integrates and coordinates work with other functions/programs as necessary.

Conditions of employment
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Incumbent is required to sign a DA Form 5019-R and must pass a urinalysis test as required prior to appointment and periodically thereafter.
- The position requires the employee to occasionally travel 10% of the time away from the normal duty station.
- Contracting Officer's Representative (COR) certification and is required to complete all associated training and or certifications per Defense Federal Acquisition Regulation (DFAR) and the Army Federal Acquisition Regulation Supplement (AFARS).
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

- The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $177,548.00 including locality.
- The U.S. Army Test and Evaluation Command has various incentives that may be available for highly qualified candidates. These include Recruitment Incentives, Relocation Incentives, Student Loan Repayment, Credit for Leave Accrual, and Permanent Change of Station Allowance.
