Specialized Experience: One year of specialized experience which includes 1)experience managing program operations and requirements (such as staffing, manpower, workforce development and/or performance management) in support of organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-12/13).

You will be evaluated on the basis of your level of competency in the following areas:
- Serves as the primary agency focal point for administrative operations.
- Assists subordinate organizations and managers with all aspects of personnel management, reorganization/realignment, organization structuring, position management, and manpower utilization issues which are often complex and unique.
- Serves as the command's Program Manger and subject matter expert on all HR functions.
- Exercises managerial oversight of employees assigned to carryout military and civilian personnel programs and related administrative functions.
- Establishes and maintains liaison with senior level officials at DoD, other Federal agencies.
- Provides leadership, guidance, and coordination on administrative operations.
- Acts as liaison and interfaces with a number of activities within the YPG installation, including the Garrison, tenant organizations, subordinate test centers, and higher HQs staff.
Conditions of employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
- Per the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG), a one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position description has been designated for a "Mission-Critical Emergency Employee" for Continuity of Government Operations (COOP).
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
