GS-09: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: 1. Administering incentive and national awards programs for civilian employees, including maintaining awards databases and preparing guidance for award nominations. 2. Coordinating and supporting the planning and execution of award ceremonies and family readiness workshops. 3. Providing technical guidance to staff on family readiness program requirements and preparing policy documents for program implementation. 4. Assisting senior HR specialists with management-employee relations support, including composing routine correspondence and maintaining labor relations files. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Managing and evaluating family readiness programs, including developing program policy, conducting briefings, and coordinating workshops and seminars. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For GS-12: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Additional information
- Designs and develops USACE-wide awards programs that support organizational goals.
- Evaluates the effectiveness of the awards program and makes recommendations to improve the awards program.
- Interprets regulations, rules, local policies, and guidance on various awards programs. Conducts more extensive research for unique problems when there is no specific guidance.
- Advises managers and employees on leave program requirements, alternative work schedules, and quality of work-life programs.
- Advises management on mandatory appraisal cycle requirements such as employee performance plan issuance, progress reviews, and annual performance ratings.
- As the command's Family Readiness Program Manager, exercises functional proponency and administration for the USACE family readiness programs.
