Specialized Experience : One year of specialized experience which includes: (1) Leading a multidisciplinary team responsible for planning, design and construction program management, program analysis, and business reporting; (2) Overseeing the entire lifecycle of complex design and construction programs from initial formulation through completion, while ensuring compliance with all relevant laws and regulations; (3) Serving as a key advisor to senior leadership and consulting with a wide range of internal and external stakeholders on complex program and policy matters; AND (4) Utilizing tools such as Artificial Intelligence (AI) to analyze data and make recommendations on program execution, governance, and Regional Business Decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

- Serve as the District's staff authority and consultant on programs management and provide advice on policy, funding, scheduling, and manpower. Review execution of the District's program to ensure maximum utilization of appropriated funds.
- Consult with project managers and chiefs to formulate the Military and Interagency and International Services (IIS) programs from study initiation through design and construction. Recommend priorities and ensure proper maintenance of data.
- Oversee the Programs Support Branch staff through subordinate supervisors of employees in grades GS-7 through GS-13, consisting of budget/program/management analysts, project schedulers, office support assistants, and engineering technicians.
- Serve as consultant for management issues surrounding programming activities of the Military and IIS programs, to include programming and funds control issues surrounding the planning, design, and construction efforts of the District.
- Oversee the utilization of project management Automated Information Systems (AIS), to include leading District efforts to meet initiatives to transform the organization in regard to governance, business practices, and data analytics.

- This position has been designated as performing Project and/or Program Management functions. In accordance with USACE policy and the Program and Project Management Career Development Plan (CDP), Level 1 CDP internal qualification will be required.
- Must be willing and able to obtain and maintain a valid US Tourist and Official passport for the duration of employment.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.
- Must be able to obtain and maintain a valid state driver's license and USAREUR driver's license.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

- This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. - If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
- Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
- Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
