The Opportunity:
The CACI Civil Affairs Strategic Advisor is a professional responsible for managing the cross-cutting effort within the program by leveraging their expertise in Civil Affairs in a larger Irregular Warfare application to achieve program objectives. This combination of skills allows the Civil Affairs Advisor to oversee the program that involves ensuring Civil Affairs elements are effectively integrated into program plans and execution. The Civil Affairs Advisor shall provide management, direction, administration, quality assurance, and leadership to the Civil Affairs team.

Pay Range :
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Responsibilities:
- Develop Civil Affairs strategies to support military and program objectives, leveraging Civil Affairs operations to influence target audiences.
- Ensure Civil Affairs activities are aligned with broader information operations and program goals.
- Advise commanders and staff on Civil Affairs capabilities, limitations, and best practices.
- Conduct detailed analysis of target audiences to understand their cultural, social, and political environments.
- Identify key influencers and opinion leaders within target audiences.
- Create messages tailored to influence target audiences effectively.
- Use various media platforms (print, radio, television, social media) for message dissemination and ensures messages are consistent with U.S. policies and objectives.
- Monitor and assess the effectiveness of Civil Affairs activities within the program.
- Adjust strategies and tactics based on feedback and changing conditions.
- Facilitate collaboration between team members, fostering a productive and cohesive working environment.
- Conducts briefings and educates stakeholders on the role and impact of Civil Affairs.
- Communicate program progress, challenges, and successes to stakeholders.
- Coordinate Civil Affairs activities with other information operations (e.g., cyber operations, public affairs) to ensure a unified approach.
- Coordinates with interagency partners, allies, and host nation counterparts.
Qualifications:
- TS/SCI with Sensitive Compartmented Information (SCI) eligibility.
- In-depth knowledge and experience in Civil Affairs, as applied in the larger construct of Irregular Warfare. Civil Affairs doctrine, tactics, techniques, and procedures.
- Formal training in Civil Affairs from military institutions or equivalent civilian courses. (Irregular Warfare, Military Information Support Operations (MISO), Information Operations, Electronic Warfare, OPSEC, Military Deception (MILDEC).
- Strong background in military or strategic operational planning, with the ability to integrate Civil Affairs into broader program plans.
- Cultural and Regional Awareness: Understanding of cultural, social, and political dynamics in various regions to tailor Civil Affairs activities effectively.
- Excellent verbal and written communication skills for effective stakeholder engagement and team leadership.
- Analytical Skills: Ability to analyze complex information and develop strategies to influence target audiences.
- BA./B.S. degree in Business, Communication or relevant field

- Time in a Joint or GCC J39 role
