Job Description
6.4 Foreign Military Sales (FMS) Analyst supports the management, tracking and analysis of FMS cases for USCENTCOM Countries spanning three (3) geographic sub regions (Gulf, Levant, and CASA) within the CENTCOM AOR. The contractor will provide regional / country FMS expertise to ensure the sale of defense articles and services are aligned with CENTCOM Commander’s priorities, Campaign Objectives, and are designed to support or advance U.S. interest in the Middle East.
The contractor shall monitor, analyze, and record FMS case progress to enable leadership at multiple levels and departments to apply additional resources / focus to specific cases that are determined a priority or of vital interest to USCENTCOM. The contractor will coordinate with MILGP’Ss, CC Components, DSCA, and Service Implementing Agencies to gain insight on FMS case status to prepare periodic updates, inform decisions, and/or resolve issues.
The contractor will prepare briefing products for and/or briefings to senior leadership at various Division, Directorate, or Headquarters levels on a periodic or routine bases. This includes draft correspondence, talking point papers, information papers and draft summary reports.
The contractor will fulfil FMS Senior Analyst position and FMF Analyst to support the management, tracking and analysis of FMS cases for all 18 Countries spanning three (3) geographic sub regions (Gulf, Levant, and CASA) within the CENTCOM AOR. The contractor will provide regional / country FMS subject matter expertise to ensure the sale of defense articles and services are aligned with CENTCOM Commander’s priorities, Campaign Objectives, and are designed to support or advance U.S. interest in the Middle East.
The contractor shall monitor, analyze, and record FMS case progress and coordinate daily / weekly with MILGP’Ss, CC Components, DSCA, and Service Implementing Agencies to maintain awareness.
The FMS process is a vital tool of U.S. diplomacy and key to maintaining critical access with foreign partners. The contractor shall help to identify, mitigate and/or resolve issues that may impact or degrade U.S. relationships, diplomacy or advancement of U.S. objectives.
6.4.1 FMS Analysis & Management Support. Assist the Security Cooperation Division and Security Assistance efforts with issues related to FMS Analysis & Management Support. When FMS Analysis & Management Support are impeded, the contractor shall determine the source(s) of the problem(s) and shall intervene to achieve a positive outcome that will lead to the eventual delivery of defense articles.
6.4.2 FMS Tracking, Forecasting, and Prioritization. Maintain daily, weekly, and monthly status of focus cases and be prepared to brief, provide information papers, and/or correspondence to senior leadership as required. Provide FMS data, Forecasts, and analysis to Congress and in support of Commanders Congressional testimony as required.
6.4.3 FMS Coordination and Synchronization. Contractor shall provide technical support, on a daily basis, to MILGP’Ss, desk officers and CENTCOM staff during development and implementation of current/future year FMS cases. Maintain daily, weekly, and monthly status of priority cases and be prepared to brief, provide information papers, and/or correspondence to senior leadership as required. Regularly participate in meetings led by FMS stakeholders.
6.4.4. Leadership Engagement and Briefings. Provide day to day support in the execution of Security Cooperation cases, to include management and tracking of financial, logistic and other related case data, tracking and resolution of action items, transportation management of international shipments, development of briefing packages for senior DoD and foreign government personnel, reconciliation of cases in preparation for case closure, and other related tasks.
6.4.5. FMS Case Development Assistance. Assist in the development of Letters of Request, Letters of Offer and Acceptance, and other official correspondence related to implementation and execution of Security Cooperation cases.
6.4.6. Product Creation and Records Management. Create and distribute reports as requested. Maintain all files pertaining to transactions. Schedules and attends meetings/teleconferences, to include ensuring appropriate information availability.
6.4.7. Assist the Security Cooperation Division with tasks related to Golden Sentry End Use Monitoring (EUM) to include tracking assigned Military Groups personnel, tracking EUM activities, and assessing effectiveness of EUM compliance. Develop and promulgate policy, Standard Operating Procedures (SOPs), and/or Compliance plans to support execution of the Golden Sentry EUM program. The contractors shall also track accountability and physical security checks in the SCIP-EUM database.
6.4.8 Trade Show Planning & Execution. Seek USD(P) approval for all Trade Shows in the CENTCOM AOR and submit list of recommended and requested DoD weapon systems for display. Coordinate with Components to determine availability and sourcing of assets. Draft and submit Night Order formally tasking the components to provide their assets to specific trade shows. Facilitate and seek approval of Out Of Cycle (OOC) equipment requests and new trade shows.

• TS/SCI Clearance
• Master’s degree or equivalent from accredited college/university. (A Bachelor’s degree with significant relevant experience in the field can be accepted).
• Minimum of 5 years of practical experience directly applicable to the effort
• Demonstrated knowledge of DoD mission and functions
• Experience as a senior level professional on a multi-disciplinary team.
• FMS Analyst shall have expert knowledge of all requirements identified in Task 6.4.
Recommended:
• Basic level or Intermediate level Certification in SC Planning, Oversight, and Execution Management
8.1 Security Cooperation Workforce Certification. Advance certifications are not required but recommended for all personnel operating under this contract Performance Work Statement. The contractor is encouraged to complete Defense Institute for Security Cooperation Studies (DISCS) Professional Development /
Continuous Learning courses and/or equivalent courses of study related to each task/sub-task or applicable Area of Concentration. DISCS professional development courses will be made available to the contractor (full time employees only) after contract award and on a space available basis. Advance Certification levels are Basic, Intermediate, Advance, and Expert.
Specific Areas of Concentration include:
•SC Planning, Oversight, and Execution Management
•SC Case Life Cycle Management
•MILGP’S Operations and Management
•SC Execution Support Management
•SC Acquisition Management
