Job Description

TASK 0002: SC Strategy, Planning and Assessment
- Supports the development, maintenance, assessment and enhancement of USCENTCOM Theater Security Cooperation (TSC) Strategy, CENTCOM Campaign Plan (CCP), Implementation Plans and various SC Country Plans (CSCPs). The contactor shall possess the knowledge and skill to review Higher Headquarters (HHQ) Strategic Guidance [i.e. National Defense Strategy (NDS), National Military Strategy (NMS), Joint Strategic Campaign Plan (JSCP), etc.] for potential strategic impacts and provide recommendations for adjustment or revision of current SC Strategies, Plans or Assessments to maintain effective alignment. Contractors will develop and manage the SC Planning and Assessment cycle in direct support to the CCP and the CENTCOM Commander’s priorities. Contractors shall assist in the development of information technology systems/tools to enhance resource management and prioritization of CCJ5-SC SA programs and SC activities.

The Assessment Analyst shall possess the knowledge, skills, and ability to collect, analyze, develop, contribute, and report to USCENTCOM/higher HQs periodic (quarterly, semi-annual, and annual) assessments.

Support the Senior Assessment Analyst who provides subject matter expertise to lead, manage and participate in assessments activities and prepare semi-annual Country Security Cooperation Plan (CSCP) assessments and present results to senior leaders, Country Security Cooperation Roundtable (CSCRT) and Country Security Cooperation Working Group (CSCWG).

The contractors shall participate and develop CCJ5-SC’s the Defense Readiness Reporting System (DRSS) Quarterly Readiness Reviews (QRRs) Joint Mission Essential Task (JMET) assessment and contribute to DRRS semi-annual readiness assessments that include Contingency Plan 1422, Operation Spartan Shield (OSS), Operation YUKON JOURNEY (OYG), Operation NEW NORMAL (ONN), Operation INHERENT RESOLVE (OIR), and Operation ENDURING SENTINEL (OES).

The contractors shall participate in the semi-annual CENTCOM Campaign Assessment (CCA), the Joint Staff (JS) Annual Joint Assessment (AJA), and the JS annual Global Campaign Plan – Iran (GCP-I). The contractors shall be prepared to support USCENTCOM ad-hoc assessment requirements as the operational environment changes.

CENTCOM Campaign Plan (CCP) Planning and Assessments.
The contractors shall perform as the USCENTCOM Assessment lead (OPR) for specific CENTCOM Campaign Plan (CCP) Effects and Success Criteria directly related to SC.

The contactors shall assist in the collection and analysis of assessment data, the coordination of assessment findings/summaries across the HQ staff and provide assessments results to CCJ5 Assessments Division for synthesis and presentation to the Commander’s Decision Dialogues (CDD).

The contractors shall provide data to support other CCP Effects and Success Criteria OPRs to assist in their assessment development.

The contractors shall participate in CCP revisions and Line of Effort (LOE) working groups to support, but not limited to, objectives, Intermediate Military Objectives (IMO), Effects, and Success Criteria as necessary.

6.2.3 SC Planning Events. The contractor shall assist in the development of briefings, scripts and documents to support the planning, organization and execution of various forums and conferences. The contractor shall provide direct support to plan, organize, and execute at a minimum three (3) major SC planning cycle events each year (i.e. SC Round Table, SC Working Group, and the Security Cooperation Education and Training Working Group (SCETWG). The contractor shall support the development of the conference agenda, preparation of materials, and presentations with event lead as appropriate coordination of attendees with MILGP’Ss, Desk Officers, Interagency Organizations, CC Components, and visiting delegations.

6.2.2.3. Senior Planner and Analyst duties. Provides program and analyst subject matter expertise to assist the Lead TSC Planner in the development, assessment, and refinement of SC plans, Strategic Guidance, and other SC products to support higher headquarters’ requirements, the CCP, or the Commander’s priorities. Participates in various working groups and Operational Planning Teams (OPTs) to include, but not limited to, Planning and Resource Alignment Conference (PRAC), Integrated Air and Missile Defense (IAMD) Working Group, and LOE Working Groups.

6.2.2.4. Periodic assessments. The contractor shall possess the knowledge, skills and abilities to assist the Assessment Senior Analyst in collection, development and reporting of (quarterly, semi-annual and annual) SC assessments. This includes but not limited to; Quarter Readiness Review (QRR) Assessments, Joint Staff Annual Joint Assessment (AJA), Coalition Military Campaign Plan (CMCP) Semi-Annual Assessments, periodic Global Campaign Plan – Iran (GCP-I) Assessments, and SC semi-annual Assessments of the CSCPs.

6.2.2.5. Socium. The contractor shall maintain the knowledge and skill to participate in DoD efforts to fully operationalize the Socium system to support USCENTCOM SC planning, programming and assessment requirements. The contractor shall be able to assist in the collection of requirements, coordination with Joint Staff and DSCA, and participation in working groups, communities of interest and testing programs to assist in the development and implementation of Socium.

Required:
• TS/SCI Clearance
• Bachelor’s degree or equivalent from accredited college/university
• Minimum of ten years of practical experience in the pertinent area(s) applicable to the effort
• Demonstrated knowledge of DoD mission and functions
• Experience as a senior level professional on a multi-disciplinary team is required.
• The TSC Assessment Senior Analyst and Analyst shall have expert knowledge of all requirements identified in Task 6.2.2.

Recommended:
• Basic level or Intermediate level Certification in SC Planning, Oversight, and Execution Management

8.1 Security Cooperation Workforce Certification. Advance certifications are not required but recommended for all personnel operating under this contract Performance Work Statement. The contractor is encouraged to complete Defense Institute for Security Cooperation Studies (DISCS) Professional Development /
Continuous Learning courses and/or equivalent courses of study related to each task/sub-task or applicable Area of Concentration. DISCS professional development courses will be made available to the contractor (full time employees only) after contract award and on a space available basis. Advance Certification levels are Basic, Intermediate, Advance, and Expert.
