Job Description

Duties

The primary purpose of this position is: This position provides the United States Air Force with a unique capability to plan, organize, coordinate and employ special operations in support of sensitive, compartmented, and special access missions directed by the Joint Chiefs of Staff and the Secretary of Defense (SECDEF). The incumbent is the deputy principle Security Officer for assigned programs to the Special Access Program (SAP) Commander on all matters pertaining to the oversight for personnel, information, physical, operations, special access, and special category security program functions in accordance with DoD, Joint Air Force-Army-Navy and Air Force regulations, directives, and other security related publications.

DUTY 1: Implements and administers the Information Security Program for the Command. Provides direction and guidance for the personnel administering the Information Security Program. Ensures all SAP and SCI standards are implemented and adhered to. Directs policy and procedures for investigating security incidents to include espionage, intentional or inadvertent disclosures to unauthorized persons, and other suspected compromises of losses of program information. Prepares reports of such and provides management oversight during technical reviews and damage assessments.

DUTY 2: Administers the Personnel Security Program. Provides policy interpretation and guidance for the Personnel Security Program for assigned organizations and all entities involved in the SAP. Establishes policy for processing program access requests (PAR) for military, civilian and contractor personnel. Ensures personnel in assigned organizations review and determine eligibility requests for personnel access consistent with directives. Ensures an analysis of each request to determine validity for access indicated, and that all personnel have a need-to-know prior to approving requests.

DUTY 3: Administers the Physical Security Program. Ensures appropriate documentation and accreditation of SAP facilities are performed. Guides unit personnel in the review and approval of accreditation documentation, standard operating procedures (SOP), and other essential physical security documents. Initiates and reviews facility co-utilizations agreements and memorandums of understanding.

DUTY 4: Administers the Industrial Security Program. Ensures unit personnel conduct periodic security inspections of cleared facilities to ensure compliance with the National Industrial Security Program Operating Manual (NISPOM), the NISPOM supplement, PSDs and PSCGs for various classified programs.

DUTY 5: Administers the Security Education Program. Responsible for planning, establishing, organizing, and conducting a security education program for assigned personnel. Develops instructional and training information, teaches classes, or conducts briefings concerning security awareness and education IAW DoD and AF guidelines. Prepares periodic security bulletins informing personnel of policies and policy changes.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge and experience with interpreting and applying SCI policy and procedures in administrative, information, industrial, personnel, and physical security; using professional judgment and experience, the incumbent makes determinations and decisions based on policy guidelines on projects with established objectives developed between the employee and supervisor and represents command interests in up channel discussion; provides or obtains information on problems requiring interpretation of facts and discussion of implications often with adaptations to existing guidelines to accomplish the organization's mission; the employee must thoroughly know and understand the mission to develop appropriate training programs, determine courses of action in regards to security violations and to complete security projects. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of various security classification standards and policies to include SAP, SCI, Focal Point Program and collateral. Advanced knowledge of the information, industrial, personnel and operational security disciplines to plan and implement security programs in these areas.

2. Advanced knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.

3. Demonstrated expertise in developing, analyzing, and evaluating security programs to meet classified mission requirements.

4. Demonstrated ability to communicate to high-ranking officials orally, and in writing, clearly, concisely, and accurately.

5. Proven ability to establish effective professional working relationships with coworkers, high-ranking officials and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special- sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and SAP. A non-disclosure agreement must be signed.

2. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to refrain from use of illegal drugs and if requested, to submit to urinalyses testing. Incumbent must sign a statement acknowledging the position occupied is Testing Designated Position.

3. Position requires occasional temporary duty travel (CONUS and OCONUS), utilizing any or all modes of commercial and military transportation. Requires possessing and maintaining a valid State Driver's License to enable operation of government and privately owned motor vehicle.

4. Department of Defense Security Fundamentals Professional Certification, Department of Defense Security Physical Security Certification, and Special Program Security conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
