Duties
As an Auditor, GS-0511-13, you will:
Position is located in the United States Property and Fiscal Office. Incumbent serves as an agent of the United States Property and Fiscal Officer (USPFO) on accounting, financial, and managerial issues that require examination by a financial professional. Performs quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Performs the most complex analysis and evaluations, conducts a variety of reviews that are usually without precedent, serves as the command representative and point of contact for external agencies, inspections and audits, and exercises oversight and limited technical and administrative supervision over lower-graded IR Auditors.
Incumbent works under the general supervision and reports directly to the USPFO who outlines broad policy and general objectives regarding the accounting and internal review program.

GENERAL EXPERIENCE : Must possess one of the following Basic Requirements.
A. Degree: Accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
B. Combination of education and experience: At least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
SPECIALIZED EXPERIENCE :
Must have at least 1-year specialized experience, equivalent to at least the next lower grade, with knowledge of basic principles and concepts of auditing such as applying financial auditing concepts, performance audit and methodologies, and being fully responsible for planning and carrying out the assignment; directing other auditors; resolving conflicts, developing changes to the audit plan, auditing financial management activities and financial recordkeeping. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience.
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

- THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Irregular and compensatory hours may be required to support operational requirements or contingencies.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Required to obtain and maintain the appropriate security clearance.

- Knowledge of the requirements of associated multiple application areas (e.g., supply, maintenance, personnel, resources management, financial, facilities engineering, administration, and security).
- Knowledge of the organization, missions and functions of the military command and its support structures.
- Knowledge of analytical and evaluative methods and management techniques in order to review data inputs; plan, organize, conduct and/or direct complex analyses with undefined scopes; and ultimately develop detailed, functional user requirements.
- Knowledge of management controls, risk management, accounting and auditing theory, concepts, practices and techniques is required along with the skill and ability to apply this knowledge to broad and complex assignments.
- Knowledge and skills to serve as the auditor responsible for providing commands and higher echelons with detailed briefings or position papers on the adequacy and accuracy of managerial and financial accounting systems and reports within the organization.
- Skill in interacting with high-ranking officials to settle controversial issues regarding DOD, DA, DAF and Army and Air National Guard programs.
