As a Supervisory Human Resources Specialist (Employee Benefits) at the GS-0201-15 some of your typical work assignments may include:
  • Serve as the Associate Director of the Benefits and Work-Life Programs Division within the Defense Civilian Personnel Advisory Service (DCPAS). The role is responsible for the strategic direction, oversight, and administration of all benefits and work-life programs for the entire Department of War (DoW) civilian workforce.
  • Leads the development, implementation, and interpretation of all DoW-wide benefits and work-life policies, affecting nearly one million civilian employees. Oversee DoW's retirement and insurance programs, as well as associated training and credentialing for HR staff across the Department.
  • Acts as a primary representative for DoW on benefits policy with high-level officials from OPM, Congress, other federal agencies, and private industry. Briefs senior officials on complex issues and responds to high-level engagements with OPM, Congress, other federal agencies, and private industry.
  • Manages a division of 35 highly skilled HR professionals, assigns and delegates work to subordinate supervisors and team members based on priorities. Establishes performance objectives, conducts evaluations, and provides advice and counsel to employees on work and administrative matters.
  • Reviews the work of subordinates to ensure completion, adequacy, and quality, and make decisions on work-related problems presented by the team.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the grade GS-14 level in the Federal service:

- Experience in overseeing federal retirement, benefits, and workers' compensation programs and ensuring compliance with laws, regulations, and policies
- Interpreting and implementing HR and benefits policies and providing guidance to staff, managers, and senior leadership
- Planning, coordinating, and evaluating HR benefits program operations and identifying areas for improvement and implementing solutions to enhance efficiency and effectiveness
- Communicating HR benefits program information and delivering training to managers, employees, and stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
