Position: AM&E / Assessment Specialist (Anticipated Position)
Location: Stuttgart, Germany (SOCAFRICA HQ)
Clearance Required: Active TS/SCI (required prior to start)

Background:

Navanti is seeking an Assessment, Monitoring, and Evaluation (AM&E) Specialist to support a U.S. government customer by designing, implementing, and refining assessment frameworks that measure the effectiveness of operations, activities, and investments across the African AOR. The specialist will work as part of a multidisciplinary team to integrate qualitative and quantitative data to evaluate progress toward strategic objectives, inform resource allocation, and improve operational outcomes. The selected candidate will support both classified and unclassified analytical efforts, contributing to the development of decision-quality assessment products that provide clear insight into mission impact and effectiveness. The role requires the ability to operate at the intersection of data analysis, operational planning, and strategic decision-making, with a focus on translating complex information into actionable recommendations for planners and leadership.

Required Qualifications
  • Bachelor's degree in International Relations, Public Policy, Economics, Statistics, or a related field
  • 5-10+ years of relevant professional experience in monitoring and evaluation, assessment, or program analysis
  • Active TS/SCI clearance (required prior to start)
  • Design and implement monitoring and evaluation frameworks and performance measurement systems
  • Develop and apply indicators and metrics (e.g., MOEs, MOPs) aligned to operational objectives
  • Conduct program and operational effectiveness assessments to evaluate outcomes and impact
  • Apply quantitative and qualitative analysis to synthesize complex datasets into actionable insights
  • Operate within U.S. Government, DoD, USSOCOM, or Geographic Combatant Command environments
  • Apply understanding of security cooperation, partner force development, or irregular warfare contexts
  • Support campaign planning processes using effects-based assessment approaches
  • Analyze and manage data using tools such as Excel, Python, R, or similar platforms
  • Operate in classified environments (e.g., SIPR, JWICS)
Desired Skills and Experience:
  • Support operations or programs within the Africa AOR
  • Assess security cooperation or foreign assistance programs
  • Use DoD systems such as TRESTLE, Palantir, G-TSCMIS, or similar platforms
  • Apply PMESII-PT or similar frameworks to structure environmental and contextual analysis
  • Conduct stakeholder mapping, systems analysis, or network-based assessments
  • Contribute to campaign planning, operational design, or resource allocation processes
  • Develop and refine measures of effectiveness (MOEs) in operational environments
  • Conduct data collection and validation during exercises or field engagements
  • Deliver briefings to senior leaders (O-6/GO level) and planning teams
  • Work within NATO or partner nation engagement environments
Education:
  • Bachelor's degree required; Advanced degree (Master's or higher) preferred
