The Opportunity:
As a CACI-SOFETOPS Intelligence Requirements Manager (IRM), you will serves as a subject matter expert (SME) for integrating and managing CI/HUMINT analysis, targeting, and sensitive activities planning to support the 1st Special Forces Command (A) GX and ARSOF CSUs missions and Priority Intelligence Requirements (PIR). The IRM delivers accurate, timely analyses of threats, capabilities, intentions, and networks to support SOF Sensitive Activities enterprise planning and operations. This position provides expertise in intelligence doctrine, policy, procedures, and coordination with Title 10 Authority Intelligence organizations and the Intelligence Community (IC), ensuring Special Access Program (SAP) access and related activities. Utilizing systems automation, tools, and databases, the IRM supports intelligence operations while managing dispersed intelligence contractors (CTRs) at Special Forces Groups (SFGs) through collection management, case management, ARMS, targeting, and intelligence plan production. Additionally, the IRM develops GOFO-level intelligence products and advises on intelligence plans for 1st SFC GX, IC/Geographic Combatant Command (GCC) Joint Intelligence Centers (JIC), and Service Production Centers, ensuring alignment and collaboration across these entities. The IRM plays a critical role in facilitating strategic-level SOF and Interagency engagements, including Compartmented Capabilities, HUMINT collection, and CI integration, in accordance with DoD directives and intelligence oversight policies. Core responsibilities include developing engagement plans, researching and identifying intelligence gaps, drafting coordination cables and operational proposals, and providing quality assurance for SA products. The position oversees all aspects of collection management-routine and contingency operations, SAP/CAP activities, and exercises-while guiding efforts on targeting, intelligence plans, and operational requirements. Moreover, the IRM supports HUMINT operations validation, exercise targeting, and contributes to sensitive activities planning, policy development, and interagency coordination through expert analysis and joint/Army planning methodologies.

Responsibilities:
- Serves as a Senior Intelligence Requirements Manager and as a technical collection SME.
- Provide support for dataflow management requests and support teams.
- Serve as subject matter expert on internal and external requirements policies, processes, and procedures.
- Advises ARSOF and subordinate CSUs on Joint-Service, Combatant Command, Inter-Agency, and Intelligence Community Collection Requirements (CRs)
- Review intelligence reporting and the processing of Intelligence Information Reports (IIRs)
- Draft, format, review, and quality check IIRs, collection emphasis messages, and CCRs.
- Ensure compliance with local Major Command (MACOM) and Defense Intelligence Agency (DIA) specified policies and guidance.
- Verify information meets unit Priority Intelligence Requirements (PIR) and national information collection requirements reporting thresholds.
- Maintain IIR reporting metrics to support the collection management mission.
- Utilize intelligence tools for qualitative review of platform/collector performance.
- Support monthly reporting of IIR metrics.
- Monitor and track requirements documentation actions.
- Implement efficient data management processes, ensuring data quality and integrity, and facilitating seamless retrieval and analysis of information.
- Solicit, analyze, document, and facilitate prioritization and validation of analyst needs.
- Provides consistent real-time updates of collection and planned collection requirements through existing databases.
Qualifications:
Required:
- Current Top Secret/Specialized Compartmented Information Security Clearance, able or willing to take a Polygraph.
- A bachelor's degree and 7 years of experience or 10+ years of relevant work experience.
- Experience should be as a Intelligence Planner or Requirements Manager
- Applicable experience in intelligence reporting, processing, and collection requirements.
- Demonstrated expertise in IIR and CCR reporting, quality checking, and evaluation.
- Working knowledge of the tools, methods, and concepts of portals and other real-time or near-real-time knowledge and collection management systems.
- Good communication skills, both verbal and written.
- Strong attention to detail.
Desired:
- Experience supporting USASOC or Joint SOF organizations.
- Must work independently with limited government oversight and function effectively as part of a team in a joint working environment.
- Experience conducting intelligence analysis and planning supporting Theater Special Operations Commands.
- Experience in a deployed environment as
- Conducting Sensitive Activities supporting SOF.
