Job Description

COUNTERINTELLIGENCE PROGRAM MANAGER
Location: Quantico, VA | Type: Full-Time | Clearance: Active TS/SCI (CI Poly eligibility required)
The Defense Intelligence Agency (DIA) is charged with establishing and maintaining a standardized, integrated, synchronized training and professional education program for the Department of Defense (DoD) CI Enterprise. The JCITA provides a full spectrum of joint and advanced counterintelligence training to DoD, which includes CI operations, CI collection, Cl investigations, Cl functional services, Cl analysis, and Cl cyber activities. JCITA is accredited under the Council on Occupational Education (COE) and adheres to COE standards. JCITA offers in-residence courses, mobile training teams, webinars and seminars for professional development and distributed learning opportunities. All courses meet strict instructional design standards and include rigorous assessment of student performance during field exercises that mimic real-world operations. Developing and delivering these exercises requires resources with proven intelligence analytic and counterintelligence experience.
Key Responsibilities
• Oversee the day-to-day execution of work as defined in the Statement of Work (SOW).
• Supervise contract personnel and ensure performance standards and mission objectives are consistently met.
• Lead recruitment, assignment, and management of appropriately cleared and technically qualified Subject Matter Experts (SMEs) supporting JCITA course teams.
• Identify, address, and immediately correct performance issues to maintain operational effectiveness.
• Manage numerous complex and time-critical activities simultaneously with precision and accountability.
• Interface directly with Government stakeholders to capture, prioritize, and deconflict requirements.
Minimum Qualifications
• Minimum 10 years of supervisory experience
• Demonstrated experience interfacing directly with Government stakeholders to capture, prioritize, and deconflict requirements
• Expert ability to manage multiple complex and time-sensitive activities simultaneously
• Excellent oral communication and leadership skills
• Graduate of an accredited Counterintelligence (CI) Special Agent credentialing school (badge and credentialed).
• Bachelors Degree required
• Project Management Professional (PMP) Certification required.
Desired Qualifications
• Prior experience supporting JCITA or similar intelligence training environments
• Strong background in counterintelligence operations and program execution
• Experience managing cleared personnel and SME teams in classified environments
