QED Systems, LLC, is currently recruiting a System Portfolio Analyst to join our team at the Pentagon in Arlington, VA to support our HQDA G-3/5/7 Support Services contract.
Duties:
Provide administrative and technical support to enable the Emergency Management (EM) Branch to assist the Division in executing Army EM initiatives, adjusting work efforts, as required, within the branch to meet mission.
Obtain and maintain proficiency in the Army Portfolio Management System (APMS), including compliance with Non-Disclosure Agreement requirements.
Review and analyze the Warfighter Mission Area Protection Domain to support HQDA–G-3/5/7 portfolio management of protection-related IT investments.
Monitor, maintain, and conduct quarterly reviews of Army Protection Division-owned IT systems and related APMS records. Track tasker requirements and ensure systems remain updated and aligned with HQDA priorities.
Monitor and evaluate EM Sustainment Systems listed under the TACOM EM Portal.
Maintain operational tracking of system status under TACOM’s Life Cycle Management Command (LCMC) and coordinate support requirements with the EM Branch Chief to address emergent system concerns.
Coordinate with internal and external working groups to support HQDA EM programs, ensuring alignment with Army policies and objectives.
Assist Army Staff in coordinating preparedness communications across agencies.
Support Army-wide emergency preparedness initiatives, including publicizing National Preparedness Month, ensuring standardized training materials are disseminated, and facilitating key events such as EM Workforce Working Groups.
Support EM Branch operations by executing administrative responsibilities, including maintaining calendars, emergency contact rosters, briefing materials, deliverables, and policy revision guidance in compliance with Army publishing procedures.
Manage the EM Branch’s ETMS2 accounts on SIPR and NIPR networks. This includes assigning and tracking taskings, preparing responses for Government approval, supporting staffing outside of ETMS2, and ensuring timely closure of all actions in accordance with directed suspense dates.
Assist in drafting and coordinating operational correspondence such as EXORDs, FRAGOs, and related materials in support of EM operations.
Required Skills & Experience:
Detail-oriented with excellent technical, verbal, and written communication skills.
Must have the ability to work within Government-provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel.
Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
Ability to focus on Mission requirements while tracking multiple competing priorities.
Require minimal supervision in the fast-paced, critical environment of the Army Headquarters.
Must be proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
Ability to clearly articulate analysis through both oral and written communication.
Ability to provide executive, technical, and administrative support to senior leaders.
Experience with Multinational, Interagency on the Army/Joint Staff and/or Major Army Commands in Policy, Bi-lateral exchanges, proficient in planning and execution of working groups.
Operational experience using standard automated toolsets to perform duties.
Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents.
Have a working knowledge of the EM Program, including current versions of AR 525-27, DA-PAM 525-27, and DoDI 6055.17.
Required Clearance:
ACTIVE CLEARANCE LEVEL REQUIRED: TS/SCI
Qualifications:
Bachelor’s degree required, Master’s degree preferred.
At least seven (7) years of experience required.
Travel:
Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.
Work Environment:
This position will be co-located with the customer and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).
Physical Demands:
Physical demands of this position include ability to:
Be independently mobile.
Communicate effectively with co-workers and customers.
Withstand prolonged periods of sitting at a desk and computer use.
