Job Description

Duties

The primary purpose of this position is to Serve as a first level supervisor, subject matter expert, and action officer in the Joint Navigation Warfare Center (JNWC) supporting operational joint warfighting customers.
  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • NAVWAR Technical Expert (TE) for Space Support Requests (SSRs) and/or Requests for Information (RFIs) providing NAVWAR expertise and support to CCMDs, CCMD Components, Services, USG Inter-Agency, and Allies, developing Operation Plans (OPLANs), contingency plans (CONPLANs)Operational Orders (OPOPRDS), Task Orders (TASKORDs), Fragmentary Orders (FRAGORDs), and Tasking Orders (TOs).
  • Supervises and participates the planning, coordination and execution of Command Post Exercises (CPXs), Field Training Exercises (FTXs), and/or Staff Exercises (STAFFEXs) scenario development and execution throughout the Joint Event Life Cycle (JELC) processes.
  • Oversees the administration, coordination, and execution of JNWC internal, external and On-th-job (PJT) training prograsm.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This is a Centrally Managed Position in the Operations Career Field.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • . Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours) and extended work weeks (7+ days), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include knowledge mastery knowledge of Navigation Warfare (NAVWAR), the Global Positioning System (GPS), and Positioning, navigation and Timing (PNT) as it relates to current and future operations. In depth- knowledge of NAVWAR and PNT applications, to operations, with a solid understanding of the Electro-Magnetic Spectrum (EMS), Electro-magnetic Interference (EMI), Electronic Attack (EA), Electronic Support (ES), and Electronic Protect (EP).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Mastery knowledge of the specialized knowledge of Navigation Warfare (NAVWAR), the Global Positioning System (GPS), and Positioning, Navigation and Timing (PNT) as it relates to current and future operations.
  • In-depth knowledge of NAVWAR and PNT applications to operations, with a solid understanding of the Electro-Magnetic Spectrum (EMS), Electro-Magnetic Interference (EMI), Electronic Attack (EA), Electronic Support (ES), and Electronic Protect (EP). Ability to analyze an operational environment and apply NAVWAR knowledge to current, future, and contingency operations to develop and p resent operationally-relevant options and solutions for combatant Command (CCMDs), CCMD Components, Services, and Allies.
  • Knowledge of US Government (USG) and Department of Defense (DoD) structure and operations, with emphasis on CCMD and Service structures, and CCMD theater operations. Working knowledge of Allied commands/organizations. Skilled in the ability to communicate effectively both orally and in writing; negotiate vague, dynamic, complex, and/or sensitive issues; and maintain good working relations.
  • Ability to utilize, and knowledge of, managerial/leadership skills, to lead, coordinate, and/or participate in, recurring and ad hoc Teams to recommend solutions to, or solve, dynamic, time-critical, and/or unique NAVWAR operational, intelligence planning, and training problems.
  • Ability to utilize management/leadership and organizational skills to coordinate personnel work assignment in a dynamic operational environment, to balance leave (Paid Time Off; PTO) requests against operation requirements, create Annual Performance Plans and annual Performance Evaluations, and to supervise accurate recording of time for payroll purposes.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
