The Taiwan Disaster Management Liaison serves as a subject matter expert and regional representative supporting disaster management, resilience, and civil-military coordination across Taiwan and Northeast Asia. This position is located at the American Institute in Taiwan (AIT) or an appropriate Taiwan interagency office and operates at the intersection of civil and military engagement. The Liaison leads persistent engagement with Taiwan stakeholders, leveraging Taiwan's capabilities in disaster response, humanitarian operations, and climate resilience to enhance regional preparedness, interoperability, and cooperation. This role supports programs aligned with U.S. Government policy and the Taiwan Relations Act.

Responsibilities:
  • Produce reports and operational assessments capturing disaster response lessons learned, best practices, and climate impacts across Taiwan and Northeast Asia.
  • Lead research and develop information products related to humanitarian emergencies, disaster response, and climate resilience.
  • Facilitate information sharing and knowledge management with Taiwan and international partners, including development of handbooks, case studies, and reference materials.
  • Integrate Taiwan disaster management capabilities and lessons learned into broader regional and global best practices.
  • Serve as Taiwan SME in operational planning, working groups, and civil-military forums.
  • Draft and review strategic and operational documents to ensure Taiwan equities are accurately represented.
  • Support program planning for disaster preparedness, resilience, and response initiatives.
  • Provide analysis and recommendations to improve regional programs, readiness, and operational outcomes.
  • Design, deliver, and assess training and engagement programs (e.g., HART, workshops, virtual academies).
  • Provide surge support for disaster response operations in Taiwan and partner locations.
  • Build and maintain relationships with Taiwan government, civil society, NGOs, and international partners.
  • Coordinate and facilitate international engagements aligned with Taiwan's diplomatic presence and capabilities.
  • Plan and execute workshops, exercises, and after-action reviews (up to four annually).
  • Develop briefing materials, graphics/infographics, and operational products for senior leaders and stakeholders.
  • Manage logistics, coordination, and execution of engagements and security cooperation events.
  • Support mission IT, information assurance, and knowledge management requirements.


Qualifications:

Required:
  • Bachelor's degree in a relevant field (disaster management, international relations, public policy, or a related discipline).
  • Demonstrated ability to communicate and collaborate with senior military, interagency, and international stakeholders.
  • Relevant experience in civil-military operations, public-private partnerships, and engagement with NGOs, preferably in the Indo-Pacific region.
  • Experience planning, managing, and executing research, training, and operational projects in a multicultural environment.
  • Familiarity with Indo-Pacific Region, U.S. Government disaster management policy, and information assurance protocols (e.g., CISSP, DoW 8570.01-M compliance).
  • Proven project management skills and the ability to lead in culturally and organizationally complex settings.


Desired:
  • Advanced degree (Master's or higher) in disaster management, international relations, public policy, or related field.
  • Significant experience supporting or advising senior leaders in disaster management, humanitarian assistance, or civil-military coordination-especially involving Taiwan or North East Asia.
  • Demonstrated expertise in Indo-Pacific regional Disaster Management environments.
  • Strong ability to facilitate strategic partnerships and collaboration among governments, militaries, and humanitarian organizations.
  • Background in designing and delivering multinational training, exercises, or workshops.
