The Opportunity:

CACI is seeking for an Intel Analyst who will perform Foreign Ownership Control Influence (FOCI) Review that will develop and implement mitigation strategies to protect the integrity of U.S. defense systems. By providing detailed risk assessments and actionable intelligence, these analysts enable senior leadership to make informed decisions that deny adversaries access to critical technologies, secure the defense industrial base, and ensure the long-term technological superiority of the United States. This position will support C5ISR Center at Aberdeen Proving Ground, Maryland.

Responsibility:
  • Advise and assist the S&T community on developing CUAS procedures for possible future needs in the mid-to-long term.
  • Leverage a deep understanding of electronics and RF systems to determine the function and criticality of specific components (e.g., FPGAs, processors, GNSS modules, sensors, datalinks) and identify key technological chokepoints.
  • Evaluate the technical sophistication and performance limitations of foreign unmanned systems (UxS) platforms through engineering-level analysis of their bill of materials and component integration.
  • Analyze the bills of materials for sensitive U.S. projects to identify high-risk components and potential supply chain vulnerabilities to foreign influence or exploitation.
  • Advise and assist the Science & Technology (S&T) community on developing countermeasures and procedures to address future technological threats.
  • Conduct comprehensive Foreign Ownership, Control, or Influence (FOCI) reviews of entities within the Defense Industrial Base to identify and mitigate national security risks.
  • Assess system and component criticality, identify critical suppliers, conduct supply chain threat and vulnerability assessments, map multi-tier supply chains, and provide actionable risk mitigation recommendations.
  • Identify and investigate suspected front companies, procurement agents, and illicit distributors used to acquire dual-use technologies and components for adversarial use.
  • Provide detailed risk assessments on potential vendors and partners by cross-referencing them against known foreign procurement networks and illicit actors.
  • Conduct evaluations and deliver briefings detailing potential foreign influence or threats to current and projected procurement efforts.
  • Apply advanced research methods and analytic methodologies to multifaceted problems associated with emerging commercial technologies and their supply chains, delivering comprehensive technical products to stakeholders.
  • Brief technical findings and strategic assessments to diverse audiences, including senior leadership, non-technical stakeholders, and operational planners.
  • Exploit and synthesize data from various intelligence disciplines (e.g., TECHSIGINT, SIGINT/CYBER, MASINT) across all classification levels to produce holistic assessments.
  • Attend and participate in meetings, working groups, and conferences to represent command priorities and stay abreast of emerging threats.
  • Demonstrate the ability to perform all functional duties independently with minimal supervision.
  • Must be able to travel CONUS and OCONUS, potentially to conflict areas on short notice, to support mission requirements and disseminate timely threat information.


Qualifications:

Required:
  • Current and Active TS/SCI Security Clearance.
  • BA/BS or Associates degree plus 3 yrs. experience or 6 yrs. of experience.
  • Requires Military Intelligence MOS background and have completed formal military intelligence training/school.
  • Ability to generate/provided specialized analytical products.
  • Present, discuss, and defend assessments to intelligence community and technical community.
  • Research support for analysts who produce Intelligence Community reports and briefings as well as direct support to current operations.
  • Research unclassified and classified databases for use in written products.


Desired:
  • Experience with supply chain risk management research and analysis in accordance with DoD SCRM standards
  • Basic Open-Source Intelligence (OS301) and Advanced Open-Source Intelligence (OS302) Knowledge of and ability to perform analysis on the latest Commercial Based and emerging Technologies that could be utilized by adversaries and articulate how use of that CBT would affect DoD capability.
  • Must demonstrate ability to provide Indications and Warning and trend analysis data on target devices and TTPs.
  • Ability to conduct Weapons Technical Intelligence (WTI) assessments on battlefield recoveries as well as COTS items to provide technology assessments.
  • Monitor and analyze strategic and operational intelligence information. Research, author, and coordinate threat assessments to support the Commander and/or leaders in the U.S. civilian intelligence community.
  • Assist with development and maintenance of analytical policies and procedures.
  • Knowledge of current events in targeting, historical, assessment, and pattern analysis processes.
  • Ability to search/screen all media sources and provide assessments of intelligence impacts.
  • Proficient in utilizing standard MS Office computer applications and intelligence related automation to support analytical efforts and product development.
  • Proficient in utilizing specialized intelligence tools to create final products.
  • Possess strong research, analytical, and writing skills as well as briefing skills to include the ability to clearly articulate information to different audiences.
  • Capable of effectively operating as a member of an analytical team from a remote location in support of CJOA requirements.
  • Experience providing intelligence support regarding issues within the CENTCOM AOR or other specific COCOMs.
  • Expert knowledge of Foreign Ownership, Control, or Influence (FOCI) regulations and mitigation strategies (NISPOM).
  • Strong understanding of corporate structuring, financial intelligence, and shell company detection techniques.
  • Proficiency in OSINT techniques and tools.
  • Ability to analyze complex financial data and ownership structures.
  • Experience with international business practices and legal frameworks.
  • Excellent analytical, critical thinking, and problem-solving skills.
  • Strong research, writing, and briefing skills.
  • Proficiency in data analysis tools (e.g., Palantir, i2 Analyst's Notebook, Maltego, Excel, SQL, Tableau).
  • Ability to work independently and as part of a team.
  • Strong analytical and investigative skills, with the ability to interpret complex data.
  • Knowledge of corporate filings, incorporation processes, and international business structures.
  • Ability to assess R&D trends and predict technological advancements.
