Job Description

Applied Research Solutions is seeking a highly experienced and technically proficient Senior Equipment Specialist within a Department of Defense (DoD) environment. This role demands advanced expertise in the lifecycle support, sustainment, and operational readiness of complex defense systems and equipment. The ideal candidate will possess a deep understanding of DoD acquisition processes, logistics, and maintenance strategies, coupled with a proven track record of leadership in high-security settings.

Responsibilities Include:

FTE Logistics Manager will directly address critical operational needs and mitigate risks across the following core FMS functions:
  • A.(U) Front-End Case Development and Planning:
    • Case Development, Requirements Definition, and Pre-LOA Assessment:A logistics manager will provide essential expertise during the initial phases of FMS case development.

This includes conducting in-depth analysis of foreign government requirements, preparing Letters of Acceptance (LOA), and ensuring the Total Package Approach (TPA) is accurately implemented.

This proactive involvement prevents costly errors and delays down the line.
    • Customer Engagement and Acquisition Plan Assistance:The logistics manager will serve as a key point of contact for foreign partners, guiding them through the complexities of the FMS process and assisting in the development of robust acquisition plans. This direct engagement fosters stronger partnerships and ensures a clear understanding of logistical requirements from the outset.
  • B.(U) Comprehensive Supply Chain and Materiel Management:
    • Spares, Repair Parts, and Non-Standard Part Procurement:A dedicated manager will oversee the entire supply chain, including the procurement of initial spares, repair parts, and hard-to-find non-standard or obsolete components.

This is a complex task that involves navigating Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and identifying suitable replacements to avoid mission degradation.
    • Inventory Redistribution and Requisition Management:The logistics manager will be responsible for the efficient management of inventory, including the redistribution of excess spares and the meticulous tracking of requisitions to ensure timely fulfillment.
    • C.(U) Transportation and Delivery Oversight:
    • Transportation Management:This role will involve the coordination of all transportation activities, ensuring compliance with the Defense Transportation System (DTS) regulations for both CONUS and OCONUS shipments.

This is a critical function that is often complex and requires specialized knowledge to prevent delays and ensure the secure delivery of sensitive materials.
  • D.(U) Sustainment and Lifecycle Support:
    • Maintenance, Repair, and Technical Support: The logistics manager will be the focal point for all sustainment activities, including coordinating repair and return programs, managing contractor-furnished support, and ensuring the availability of technical documentation and support equipment.

This ensures the long-term operational readiness of the equipment provided to our allies.
    • Training and Training Devices:The manager will work in concert with training teams to ensure that logistics considerations are fully integrated into training programs and that all necessary training devices and publications are provided.
    • Other Duties as Assigned.

Additional Qualifications:
  • Certifications: DoD Acquisition Workforce Improvement Act (DAWIA) Level I or higher certification in Life Cycle Logistics.
  • Specialized Experience: Experience with specific DoD systems or platforms relevant to the position.
  • Additional Skills: Proficiency in data analysis tools and techniques to support decision-making processes.

Minimum Qualifications:
  • Must be a US citizen
  • Active Secret Clearance
  • Familiarity with Radios/Waveforms and their capabilities.
  • Minimum of 10 years of experience in equipment sustainment and logistics within a DoD environment, with at least 5 years in a leadership or SME role.
  • Bachelor's degree in engineering, Logistics, or a related field; advanced certifications or degrees are a plus.
  • Extensive knowledge of DoD acquisition processes, maintenance strategies, and logistics systems.
  • Strong written and verbal communication skills, with the ability to prepare detailed reports and deliver presentations to senior leadership.
  • Demonstrated ability to analyze complex technical issues and develop effective solutions in a timely manner.
  • Familiarity with DoD logistics and maintenance systems such as ETIMS, IMDS, and REMIS is highly desirable.

The annual salary range: $130k-$145k. Salary is dependent upon the role and associated responsibilities, candidate's experience, and qualifications to include education/training, and key skills.
