Overview

ASRC Federal is currently seeking a qualified Business Analyst - Journeyman to support our CECOM Software Engineering Center (SEC) under Task Order 04259 at the Army Shared Services Center (Army SSC). This position is primarily focused on supporting the eFLIPL (electronic Fiscal Law Integrated Planning and Logistics) system within the Application Services Division (ASD), providing operational, analytical, and administrative support that enables mission continuity and ensures ASD meets its reporting, documentation, and system-management requirements for eFLIPL users and stakeholders.

This is a full-time, remote position.

Responsibilities

The Business Analyst - Journeyman will:
eFLIPL System Support
  • Serve as the primary day-to-day support resource for the eFLIPL application, assisting ASD staff and end users with system access, navigation, data entry workflows, and issue resolution.
  • Track and manage eFLIPL-related taskers, suspenses, and user requests; consolidate inputs and coordinate with ASD leads to ensure timely resolution and reporting.
  • Maintain eFLIPL documentation repositories, user guides, and configuration records; ensure version control and configuration management of all system-related artifacts.
  • Support eFLIPL user account management, including onboarding and offboarding actions, access requests, and coordination with PICA NetReg, GSCC-Army, and related Army identity management systems.
Operational Support
  • Support day-to-day business operations across the Application Services Division and eFLIPL-supported organizations.
  • Track, manage, and consolidate taskers, suspenses, WAR inputs, EXSUMs, calendar alignments, and recurring reporting requirements related to eFLIPL program activities.
  • Maintain master documentation repositories and ensure configuration control of all administrative and operational documents.
  • Assist with onboarding/offboarding actions, training compliance monitoring, and maintaining personnel/tracker systems (SharePoint, PWA, distribution lists, etc.).
Administrative & Documentation Management
  • Draft, review, and prepare official correspondence, staffing packages, recognition/award submissions, and personnel-related administrative artifacts.
  • Update, manage, and maintain enterprise-level distribution lists, contact profiles, SharePoint pages, and organizational trackers in support of eFLIPL operations.
  • Support recurring administrative reviews including PIMS, Action Items, Program Workload Analysis, and related eFLIPL documentation.
Equipment & Logistics Coordination
  • Support the Government Hand Receipt Holder by maintaining equipment accountability documentation and validating property records.
  • Track, coordinate, and document laptop imaging/reimaging, equipment turn-ins, IT asset verification, and on-site equipment distributions supporting eFLIPL user environments.
Executive-Level Support
  • Provide calendar management, meeting coordination, minute-taking, and action item follow-up for ASD leadership on eFLIPL-related matters.
  • Prepare meeting agendas, record and distribute minutes, and assist with task closeout actions.
Communications & Stakeholder Engagement
  • Communicate professionally with internal and external stakeholders across APG, PICA, HQ elements, and eFLIPL-supported divisions.
  • Prepare clear written and oral communications tailored to different audiences, including eFLIPL status updates, user advisories, and system change notifications.


Required Qualifications
  • Active DoD Secret clearance
  • Bachelor's degree OR equivalent experience (degree waiver requested; meets experience substitution requirement)
  • 7+ years of experience providing program, administrative, business, or operational support within Army, DoD, or Federal environments
  • Strong organizational skills, attention to detail, and proven ability to manage large volumes of documentation
  • Proficiency with Microsoft Office, Outlook, Teams, SharePoint, Army 365, and tasker management tools
  • Ability to handle sensitive and time-critical information with professionalism and sound judgment


Preferred Qualifications
  • Hands-on experience with eFLIPL, including user account management, data workflows, transaction processing, or system administration support
  • Prior experience supporting CECOM, SEC, or the Army Shared Services Center
  • Working knowledge of Army systems such as GSCC-Army, AESIP, PICA NetReg, LMP, MeSpace, ATAAPS, or similar
  • Experience with equipment accountability, administrative configuration management, and multi-division support
