The Opportunity:

CACI's Agile Solution Factory (ASF) is hiring a Senior Data Strategist to support both the Chief Data & Analytics Officer (CDAO) and the Chief Artificial Intelligence Officer (CAIO). This pivotal role will drive data strategy, governance, and policy initiatives across Army and National Guard domains, ensuring alignment with organizational objectives and national security priorities.

The candidate will have experience developing and maintaining governance across a wide and diverse group of organizations, developing presentation content, and briefing senior National Guard (NG) leaders. The candidate will utilize their expertise in Artificial Intelligence and Machine Learning technologies and methodologies as well as analysis of complex datasets to inform strategic decisions for senior leaders.

Responsibilities:
  • Brief and advise and support the Chief Data & Analytics Officer (CDAO) and the Chief Artificial Intelligence Officer (CAIO) on data strategy, analytics, and AI initiatives.
  • Attend meetings on behalf of the ARNG CDAO/CAIO and provide brief-back.
  • Lead the development and implementation of data governance frameworks, policies, and best practices.
  • Develop and maintain policy for AI/ML and data, ensuring compliance with Army and National Guard standards.
  • Lead the creation and maintenance of an AI/ML Strategy and Plan, outlining the vision, objectives, and actionable steps for AI/ML adoption and integration.
  • Develop and maintain a comprehensive Data Plan that operationalizes the AI/ML Strategy, ensuring data readiness, quality, and accessibility for advanced analytics and machine learning.
  • Collaborate with the ARNG CIO and CDAO to redevelop ARNG governance structures to better support data-driven initiatives and modernization.
  • Coordinate and facilitate working groups for the CDAO that explore and support operational data teams within the 54 States, Territories, and the District of Columbia; this requires deep experience and understanding of the complex political and policy-driven relationships between the National Guard Bureau (NGB) and the 54, ensuring effective collaboration and policy alignment.
  • Collaborate with Army and National Guard stakeholders to ensure data and AI/ML initiatives align with mission requirements.
  • Analyze complex data sets to inform decision-making and strategic planning.
  • Serve as a subject matter expert on Army and National Guard data governance, policy, and compliance.
  • Develop and deliver briefings, reports, and recommendations to senior leadership.


Qualifications:

Required:
  • Must be a U.S. Citizen, with an active secret DoD security clearance (ability to attain interim will be considered).
  • College degree (B.S., M.S.) in Information Assurance, Computer Science, Management Information Systems, or a related discipline. Experience will be considered in lieu of education.
  • Minimum of 5 years related technical experience.
  • Strong written and verbal communication skills.
  • Strong collaboration skills and desire to work within a team.
  • Highly responsible, team-oriented individual with very strong work ethic, and a self-starter.
  • Ability to work in a fast paced, constantly changing environment.
  • Solution-based thinker; capable of resolving complex technical challenges.
  • Works well with limited oversight.
  • 5+ years of direct experience working in Data governance including working knowledge of relevant policies, procedures, and organizational structures with NGB and ARNG.
  • Demonstrated expertise in data management, analytics, and data-driven decision-making.
  • Strong understanding of data governance, compliance, and policy development within military or government environments.
  • Experience developing and implementing AI/ML strategies and policies.
  • Excellent communication, collaboration, and leadership skills.
  • Ability to work effectively with senior leaders and cross-functional teams.
  • Experience with project management within the federal government space. Experience should lean towards full project management including requirements development and delivery with aggressive timelines.
  • Understanding risks, prioritization, and political nature of project development within the NGB or ARNG space.


Desired:
  • Previous support to federal government CIO or CDAO
  • Experience supporting the U.S. Army, with a proven track record in data strategy, analytics, IT or related fields.
  • Direct experience with National Guard Joint Staff and/or Army National Guard.
  • Experience with AI/ML initiatives in a defense or government organization.
  • Familiarity with emerging data technologies and platforms.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
