Base-2 Solutions is seeking a Systems Engineer 3 / Scrum Coach. This role applies systems engineering expertise to requirements analysis, system design, technical planning, documentation, and integration activities while also supporting SAFe/agile execution through collaboration with the Product Owner in preparation for sprint reviews, Inspect and Adapt sessions, and Program Increment (PI) planning events. The position interfaces with Government stakeholders, program personnel, and senior executives and is responsible for the technical integrity of assigned work and deliverables.

Essential Duties and Responsibilities
- Analyze user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
- Analyze system requirements and lead design and development activities.
- Guide users in formulating requirements, advise alternative approaches, and conduct feasibility studies.
- Provide technical leadership for the integration of requirements, design, and technology.
- Incorporate new plans, designs, and systems into ongoing operations.
- Develop technical documentation.
- Develop system architecture and system design documentation.
- Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans.
- Interact with the Government regarding systems engineering technical considerations and associated problems, issues, or conflicts.
- Maintain responsibility for the technical integrity of work performed and deliverables associated with the systems engineering area of responsibility.
- Communicate with other program personnel, government overseers, and senior executives.
- Collaborate with the Product Owner in preparation for SAFe/agile ceremonies, including sprint reviews, Inspect and Adapt, and Program Increment (PI) planning events.
- Active TS/SCI with Full Scope Polygraph.
- Scrum Coach certification.
- Experience collaborating with the Product Owner in preparation for SAFe/agile ceremonies, including sprint reviews, Inspect and Adapt, and Program Increment (PI) planning events.
- Experience sufficient to meet one of the stated education and experience equivalency pathways.
- Ability to analyze requirements and develop system requirements specifications.
- Ability to lead design and development activities.
- Ability to guide users in formulating requirements, advising alternative approaches, and conducting feasibility studies.
- Ability to provide technical leadership for the integration of requirements, design, and technology.
- Ability to develop technical documentation, system architecture documentation, and system design documentation.
- Ability to support system development and implementation planning, including system engineering management plans and system integration and test plans.
- Ability to interact with Government stakeholders regarding systems engineering technical considerations and associated problems, issues, or conflicts.
- Ability to communicate effectively with program personnel, government overseers, and senior executives.
- Strong experience coordinating schedule-driven, project-level activities across multiple participants, such as Project Directors, Program Managers, and Test Leads.
- Strong written and verbal communication skills, with the ability to accurately synthesize and summarize complex technical information for diverse audiences.
- Experience working across multiple stakeholders, including Government teams, industry vendors, and internal stakeholders.
- Comfort escalating issues to Government Leads, including ART Leads and CORs.
- Proficiency supporting requirements validation activities.
- Proficiency tracking schedules and anticipating logistical challenges.
- Proficiency using ticketing systems, collaboration platforms, and dashboard tools.
- Strong analytical mindset with the ability to identify gaps, assess risks, and recommend prioritization of test activities.
