Position overview

The Technical Governance SME II is the program's technical authority for enterprise governance, setting the standards that make delivery consistent, compliant, and repeatable across software development, testing, automation, and security. This leader establishes, maintains, and enforces governance frameworks, policies, and standards across IT systems and processes, then turns them into day-to-day execution through clear guidance, measurable controls, and decision-ready reporting. In a high-oversight environment, they partner directly with department heads and lead SMEs, chair governance forums, and translate complex engineering reality into crisp executive briefs that drive closure on priorities, exceptions, and risk acceptance. They stay current on emerging governance and delivery advances (automation-first controls, metrics-driven maturity, policy-as-code, evidence-based compliance) and operationalize what matters. With broad cross-program visibility, they also serve as an ethical "opportunity radar," supporting capture/BD by surfacing non-sensitive needs and shaping credible solution narratives.

Support implementation of Team Managed Deployment Process

Candidate will continue delivery of software applications and services through Team Managed Deployment (TMD), which is a strategic process that results in enhanced efficiency, speed, and security by integrating best practices to enable faster, high-quality software deployments while reducing rollbacks, enhancing compliance, cutting costs, and eliminating redundancy across the client enterprise. It also streamlines horizontal delivery and prepares teams for approval to deploy without multiple manual reviews, ensuring seamless, secure deployments that support the administration's immigration efforts.

The goal of the effort is to enable automated policy enforcement and prescriptive remediation guidance to reduce maturity gaps across the client programs, and quality and security control enforcement without requiring manual intervention.

Tasks:
  • Continue increasing efficiency via faster, automated deployments across the agency to reduce time to make applications available for end users.
  • Continue enhancing Security and Compliance via integrated checks that lower risks and ensure regulatory adherence.
  • Continuously improve Quality via consistent processes that lead to reliable, high-quality releases across the enterprise.
  • Continuous improvement in Horizontal Delivery, cross-team collaboration for scalable, efficient solutions.
  • Continue increasing visibility and transparency of products and portfolios in accordance with client policies.
  • Provide a platform for improved and automated feedback loops for continuous improvement.
  • Automated governance and standardization of engineering and delivery practices.


Required qualifications
  • Ability to obtain a Public Trust Clearance
  • Demonstrated ability to provide expert team leadership and guidance on all technical matters.
  • Demonstrated capability to establish, maintain, and enforce governance frameworks, policies, and standards across IT systems and processes within the scope of the contract.
  • Demonstrated capability to lead all technical activities, including software development, testing, automation, and security, to ensure activities comply with organizational and regulatory requirements while driving consistency, efficiency, and accountability.
  • Minimum 3-4 years of experience, including leadership roles in governance, risk, and compliance, and managing technical teams and frameworks.
  • Proven success operating in governance-heavy, high-visibility environments, working directly with department heads and lead SMEs to drive alignment, decisions, and adherence to standards.
  • Executive briefing mastery: ability to deliver crisp, decision-grade briefs (risk, tradeoffs, options, recommendation) and confidently handle senior-leader Q&A.
  • Exceptional people skills: demonstrated ability to build trust fast, de-escalate conflict, influence without authority, and negotiate priorities across technical and non-technical stakeholders.
  • Demonstrated ability to stay current on the latest governance and delivery advances (e.g., automated evidence collection, policy-as-code, DevSecOps maturity measurement, metrics/OKRs for engineering governance) with evidence via recent training, certification, community participation, or measurable modernization wins.
  • Strong writing discipline - produces leadership-ready artifacts (governance decisions/waivers, standards updates, executive summaries, action-trackers, and risk narratives).
  • Ability to design governance that is practical and adoptable (clear "how-to," templates, guardrails, and lightweight controls that teams actually follow).
  • Data-driven governance mindset: experience defining and using measurable indicators to detect drift, enforce standards, and prove outcomes (without creating reporting theater).
  • High professional discretion, trusted in sensitive leadership discussions and able to communicate appropriately inside governance forums.
