The Opportunity:
We are seeking a part-time Senior Technical Project Planner with extensive industrial shop experience to support the Fabrication & Technical Support Division (Code 62) on-site at the Naval Surface Warfare Center, Carderock Division in Bethesda, MD. This role is critical for driving process improvement by integrating complex, multi-shop schedules into a single Master Production Schedule. As a senior-level specialist, you will provide high-level technical planning, resource optimization, and risk mitigation for large-scale fabrication and testing projects.

Responsibilities:
The candidate will contribute to technical planning services and provide expert input for on-site fabrication activities:
- Master Schedule Integration: Author and maintain the integrated master schedule by rolling up minor shop schedules to ensure total visibility of resource utilization.
- Package Review & Scoping: Conduct deep-dive reviews of technical drawing packages to determine machine allocation, specialized tooling requirements, and realistic fabrication timelines.
- Project Task Development: Perform the estimation of Level of Effort (LOE), machine runtime rates, and material costs for complex models, appendages, and components.
- Risk Management: Identify technical risks to quality and delivery. Quantify severity and probability to develop robust risk response matrices as required.
- Critical Path Analysis: Monitor project progress against budgets and schedules. Perform critical path analysis on failing tasks and determine the necessary corrective actions to bring projects back to standard.
- High-Level Briefings: Develop and present project planning charts and status updates for Government leadership. Contribute to fabrication planning meetings and ensure timely submission of all deliverables.
- Continuous Improvement: Facilitate formal "Lessons Learned" sessions post-project to drive long-term process improvements for the division.
Qualifications:
Required:
- Must be able to obtain and maintain an active Secret Security Clearance
- Minimum of 10+ years of experience in technical planning, scheduling, or production management within an industrial or defense fabrication environment.
- Extensive hands-on or planning experience with Warfare Center fabrication equipment, shop capabilities, and naval fabrication workflows.
- Advanced proficiency in Microsoft Project and Excel is required, particularly for complex resource leveling and cross-project data integration.
- High School Diploma or GED.
- Ability to interpret highly technical engineering drawings and translate them into actionable shop tasks and material requirements.
Desired:
- Prior experience acting as a primary liaison between shop floor operations and executive-level management.
- Familiarity with Naval Surface Warfare Center (NSWC) organizational structures and Military Sealift Command requirements.
- Proven track record of improving production throughput via schedule optimization and resource management.
- Strong background in cost estimation, technical risk assessment, and performance validation.
