Position Location

This positionis located at the Laughlin AFB in Del Rio, Texas.

Job Overview

The Incumbent's primary duty and responsibility is to manage the total work effort associated with operation, sustainment, restoration and modernization of the electrical transmission and distribution system and stand-by generators. The procedures related to operation and maintenance of the electrical transmission and distribution systems; and provide review/approval of related scope(s) of work and cost proposals provided to the Government. Incumbent shall be the subject matter expert for review and approval of contractor plans, switching orders, and procedures related to operation and maintenance of the electrical transmission and distribution systems.

Responsibilities

Essential Job Duties:
  • Acts as the Facility Manager for all matters relating to assigned functional areas.
  • Provides day-to-day leadership, guidance, and direction to others in the same department.
  • Leads a crew in the performance of skilled operation, maintenance, repair and installation work on high and medium voltage electrical power transmission/distribution cables and equipment.
  • Collects data, prepares, and submits daily reports, and prepares and submits work schedules for all assigned work areas.
  • Reviews shop work orders for completeness, proper method, and quality of accomplishment, and availability of materials both before and after work.
  • Establishes work standards, enforcement of commercial/industrial standards and priorities of work.
  • Inspects work to ensure compliance with plans, specifications, policies and regulations, and standards.
  • Provides space, tools, test equipment, and materials for functional areas.
  • Implements methods and procedures to accomplish assigned tasks.
  • Supports, follows, and enforces the company and the government's safety plan through personal involvement in all aspects of safety. Follows all Federal, State and Local safety and environmental policies and procedures.
  • Ensures the subordinate employees' time records reflect an accurate record of hours worked and job order numbers to which time is charged.
  • Makes recommendations to the O&M manager for long-range planning.
  • Ensures proper housekeeping practices are observed.
  • Responds to emergency situations during or after hours, holidays and weekends for the purpose of resolving immediate concerns.
  • Supports, implements (where applicable), and enforces all project and corporate procedures, plans, regulations, and rules.
  • Performs other related duties as assigned.

  • Compliance with company Standard Operating Procedures and Personnel policies and procedures.
  • Effectively coordinating several projects simultaneously.
  • Having the ability to work well under pressure.
  • Being onsite during normal business hours and the being able to report back within two hours after the Government's normal working hours.

Job Requirements

Mandatory:
  • Licensed Master Electrician or Bachelor's degree in engineering or other related field.
  • Five (5) years' supervisory experience leading a crew performing work of comparable scope and complexity.
  • Documented training and experience with microprocessor-based relays, SCADA, low and medium voltage breakers.
  • Documented training and experience with high voltage transmission and medium voltage distribution systems.
  • Documented training and experience with large generator controls and operations.
  • Skill in the use of MS Office Word, Excel, Outlook, and PowerPoint at an intermediate level.
  • Secret Security clearance or the ability to obtain a secret clearance.
  • Valid state driver's license with acceptable driving record
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • U.S. Citizenship.

Preferred:
  • Current Secret Security Clearance.
  • NERC certification at the Transmission Operator level or higher.
  • Documented training and experience with microprocessor-based relays.
  • Experience working on a government contract.

Working Conditions:
  • Work may be performed both indoors and outdoors.
  • Outdoor work is subject to extreme temperatures and inclement weather conditions and other conditions determined by the nature of the job.
  • Tasks may be performed on uneven, inclined, hard, and cement structures and surfaces.
  • Tasks may be performed in confinded spaces, on uneven, inclined, hard, and soft-carpeted floors, cement structures and surfaces at variable heights.
