We are currently seeking a seasoned professional for our Program Supplier Assurance (PSA) Associate Director position for our Advanced Products & Solutions (APS) Strategic Business Unit. The selected candidate can be Remote with nominal travel.

The Program Supplier Assurance Associate Director position is a program-facing role that is responsible for effectively leading a multi-disciplined department of approximately 20 Program Supplier Assurance Engineers (PSAE) within APS which includes two SSBU - Radio Frequency Solutions (RFS) and the Electro-Optical & Infrared Solutions (EOIRS). PSAE personnel provide Mission Assurance and Supplier Assurance solutions for supplier selection and to ensure good parts and services are received from the supply chain. They work collaboratively with our internal functional counterparts to ensure requirements flow down and Technical Data Packages will result in product that performs in the system or services that meet performance requirements. They conduct supplier oversight through requirements reviews, support of writing and reviewing Supplier Statements of Work (SSOW), implement Advanced Product Quality Planning (APQP) at suppliers and perform supplier risk assessments. They perform robust containment, root cause, corrective action and validation of supplier caused defects.

What You Will Do:
  • Program facing manager that provides technical and functional leadership to the organization in the area of Program Supplier Assurance.
  • Engage with APS Programs to ensure that all aspects of supplier quality are addressed.
  • Will be the interface between Programs and partner with cross functional teams and the more general Supplier Assurance organization.
  • Support Supplier Assurance initiatives and improvement projects.
  • Continuously drive the department's technical, program, and supplier assurance process skills.
  • Effectively staff programs in order to provide the required innovation, efficiency, effectiveness, capability and capacity to meet the SBU and SSBU business needs.
  • Support monthly APS level Major Business Reviews (MBR) and Operations Review
  • Support monthly Raytheon Supplier Assurance Operations Review
  • Support Program gate reviews as an independent reviewer.
  • Manage labor and non-labor budgets to meet organizational funding targets.
  • Drive and review actionable metrics to assure improvement plans and actions are being addressed.
  • Accountable for providing high integrity supplier selection options to programs that will ensure program cost, schedule and delivery targets are met.
  • Drives effective deployment of process initiatives including the Advanced Product Quality Planning (APQP) Production Part Approval Process (PPAP) deployment and growth and maintenance of department processes that support Supplier Assurance.
  • Accountable for employee performance including organizational and individual goal setting, career counseling, and employee development which are aligned to product roadmaps and resource allocation.


Qualifications You Must Have:
  • Typically requires: A university degree or equivalent experience and minimum 12 years prior relevant experience, or an advanced degree in a related field and minimum 10 years' experience
    • Relevant experience is prior Quality, Manufacturing or Project Management experience
  • Experience in both personnel and program or project management
  • Experience in supplier management, quality, performance, and/or auditing
  • Experience preparing and facilitating briefs and presentations
  • Continuous Improvement and process improvement experience (e.g. APQP/PPAP and Customer-Oriented Results & Excellence-CORE) for defect/error mitigation
  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance


Qualifications We Prefer:
  • Six Sigma, Lean, and/or American Society for Quality (ASQ) Certification (CQE, CQM/OE, CSQE, CQA, CRE, etc.)
  • Proven successes in building and maintaining relationships with multiple suppliers/ customers.
  • Experience in DoD product and process oversight including requirements, build, integration, test, and delivery.
  • Experience in engineering, development, project planning, and collaborating remotely.
  • Past experience working in a large / matrixed organization interfacing with multiple levels (e.g. Engineering, Supply Chain, Operations, Production Control, Program Leadership, and/or Customers)
  • Working knowledge of ISO 9001/AS9100 quality management systems, AS9145 Requirements for APQP & PPAP, and FAI Standard AS9102.
  • Experience working with one or more of the following aerospace or commercial equivalent preventative tools - Statistical Process Control (SPC), Failure Modes and Effects Analysis (FMEA), Quality Function Deployment (QFD), Production Part Approval Process (PPAP), Lean Manufacturing, Control Plans, other process improvement tools
  • General knowledge of industry technical standards (such as ANSI, CMMI, ASTM, etc.)
  • Strong technical engineer with excellent communication skills that exhibits presence and influence and self-managed technical contributor
  • Strong judgment and decision-making abilities
  • Able to effectively work multiple tasks and priorities
  • Strong written and oral communication skills
  • Ability to develop plans to demonstrate continuous improvement for out-of-phase defects

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
