Duties

The primary purpose of this position is: to serve as an Air Reserve Technician (ART) Officer and senior intelligence analyst engaging in semi-complex to complex technical analysis and production of information obtained and processed from one or more intelligence sources in support of customer requirements. The incumbent has responsibility for all intelligence operational requirements, training, surveillance and reconnaissance execution matters for the wing/unit.

DUTY 1: Serves as the wing and subordinate unit expert on all Intelligence, Surveillance, and Reconnaissance (ISR) matters and operations for the Wing Commander/civilian equivalent, including all intelligence analysis, intelligence processes, support requirements, technical aspects of weapons systems, adversary operational methods as well as daily integrated intelligence support in alert, crisis, and force protection situations.

DUTY 2: Organizes, plans, and oversees the activities of the unit's intelligence operations and training programs.

DUTY 3: Responsible to lead, plan, and manage the units' ISR readiness and mobility.

DUTY 4: Responsible to lead, plan and manage the unit ISR deployment program. Prepares and conducts pre-deployment spin-up training for leadership, intelligence personnel, aircrew, greatly enhancing mission success and aircrew survivability.

DUTY 5: Ensures the ISR function maintains capability to provide timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 315 OPERATIONS SUPPORT SQ with the military rank of LT COL, AFSC: 041X3. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of intelligence research and collection methods, techniques, and practices, enabling the use of multi-source intelligence information systems to capture data and make recommendations for developing intelligence capabilities and threat assessments. The position requires applying broad knowledge of military structure, political affairs and history to analyze intelligence data in difficult and complex work assignments. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of semi-complex to complex information/situations attained from multiple sources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of intelligence disciplines/operations: Combat Air Forces, Mobility Air Forces, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, DCGS, Targeting, Acquisition Intelligence, collection management, analytical production management, and dissemination, ISR operations, HUMINT, and TCPED of national, Global Hawk, U2 and Predator/Reaper Platforms.
  • Senior level knowledge of unit and world-wide ISR operational requirements and associated processes to support Combatant Commands and Theater Air Force Component Commands and understanding of ISR concepts, capabilities, and operations. Knowledge must also include laws, regulations, policies, and precedents which affect Wing operational programs and related support resources.
  • Knowledge of and ability to formulate operational and training plans and policies pertaining to ISR operations and training and wing operational and training activities.
  • Knowledge of advanced management and organizational principles and practices and major issues, program goals, missions, functions, administrative operations of the Wing, NAF, and HQ AFRC.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making (to include civilian and military).
  • Ability to plan and organize workload and activities, manage multiple taskings, and communicate effectively both orally and in writing. Ability to plan, organize, and direct the functions and staff of a small organization.

  • CONDITIONS OF EMPLOYMENT CONT.
    • This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
    • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
    • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
    • Performs other related duties as assigned.
    • This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.
    • This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in DoDD 1200.7, "Screening the Ready Reserve".
    • Demonstrated leadership and managerial abilities are essential to successful accomplishment of responsibilities inherent in this position.
    • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
