Job Overview
Chugach Dynamic Solutions, LLC is seeking a highly qualified NICRA Specialist to support the Cost and Audit Support Division within the USAID Office of Acquisition and Assistance (OAA).
The NICRA Specialist will negotiate, draft, and monitor Negotiated Indirect Cost Rate Agreements (NICRAs) for organizations for which USAID is the cognizant agency. The position ensures compliance with applicable federal regulations and provides advisory services to Contracting and Agreement Officers on indirect cost matters.
This position is hybrid.

Primarily sedentary, requiring extended periods of desk and computer work. Must be able to review detailed financial and audit documentation.

Responsibilities
Essential Duties:
- Support the review, analysis, and negotiation of provisional and final indirect cost rate proposals, ensuring allowability, allocability, and reasonableness in accordance with federal cost principles.
- Prepare negotiation objectives and conduct cost/price analyses, including review of expense pools, allocation bases, and business volume forecasts.
- Maintain NICRA official files and ensure accuracy and completeness of documentation in agency systems.
- Coordinate with auditors, legal counsel, and other specialists to resolve audit findings and recommendations related to indirect costs.
- Provide technical guidance to Agreement/Contracting Officers and USAID Missions on indirect cost rate application and compliance.
- Monitor provisional indirect rate performance, perform trend analysis, and recommend adjustments as needed.
- Review cost impact statements, accounting system changes, and other submissions for CAS compliance.
- Support policy development and interpretation on cost principles, indirect rates, and related areas.
- Other duties as assigned.
Key Responsibilties:
- Knowledge of: FAR, 2 CFR 200, CAS, OMB guidance, and USAID ADS policies related to indirect cost rates and compliance.
- Skilled in: Indirect cost rate negotiation, financial analysis, cost/price evaluation, and audit resolution.
- Ability to: Interpret complex regulations; provide clear guidance to diverse stakeholders; conduct detailed cost/price analyses; and support audit and compliance activities.
Job Requirements
Mandatory:
- Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Economics, or related field.
- Minimum 5 years of experience in indirect cost rate negotiations, contract/grant financial management, or audit resolution.
- Familiarity with FAR, 2 CFR 200, CAS, OMB guidance, and audit requirements.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and financial management systems.
- Strong analytical, negotiation, and communication skills.
- Must be able to successfully pass a pre-employment background check and pre-hire drug test.
Preferred:
- Advanced degree in Accounting, Finance, Public Administration, or related field.
- Professional certification such as CPA, CGFM, CIA, or CFE.
- Experience with DCAA, OIG, or similar audit entities.
- Prior cost analysis or audit resolution experience.
