Job Description
Directly supports USSTRATCOM J7. The ORSA applies advanced quantitative methods and operations research techniques to resolve complex analytical problems in direct support of USSTRATCOM's campaign and risk assessment mission. The selected candidate will originate new analytical methodologies, lead cross-discipline study teams, and produce decision-quality insights for senior leadership.
Minimum 10 years of experience applying a wide range of operations research methods and techniques.
Required Qualifications
● Demonstrated expertise in quantitative techniques used to develop, adapt, modify, and apply models to resolve complex problems or define alternative solutions.
● Experience participating in study teams and collaborating across disciplines to deliver actionable insight.
● Proven ability to originate new ideas, projects, and methodologies to address complex organizational challenges.
● Experience executing projects and/or studies within established financial and/or time constraints.
● Skilled in developing and utilizing appropriate data collection techniques to support analysis, modeling, and decision-making.
● Proficiency in Python and R for quantitative analysis, modeling, and statistical computation.
● Familiarity with Agile methodologies, including contributing to sprint planning, backlog grooming, and retrospectives.
● Bachelor's degree or higher in business analytics, computer science, data science, operations research, data analytics, actuarial science, mathematics, and/or engineering, or equivalent.
● Active Top Secret/SCI security clearance with eligibility for NC2/ESI and Special Access Program (SAP) accesses, obtainable within 30 days of task order award
Preferred Qualifications
● Direct experience supporting USSTRATCOM assessments, exercises, or strategic deterrence analysis.
● Experience with the Joint Risk Assessment Methodology (JRAM) and related OR frameworks (Bayesian networks, System Dynamics, Vensim).
● Familiarity with MAVEN Smart Systems, Tableau, or Power BI for model output visualization.
● Experience with Machine Learning model development and AI/ML pipeline design.
● Prior work in or with USSTRATCOM J7 assessment teams.
