Responsibilities
- Responsible for a variety of technical and administrative work, and clerical support efforts. Assignments require reconciling conflicting policies and facts, identifying issues, defining questions and problems, making decisions concerning such things as planning or coordinating the work to be performed and its follow-up, coordinating with other offices, and providing guidance on the methods and techniques used to complete varied and unrelated assignments within the programs.
- The work involves the handling of a variety of problems and issues for which there are usually guidelines contained in a wide range of established regulations, practices, procedures, and post orders.
Essential Functions & Responsibilities:
- As a second-line supervisor, supervises 50+ staff members through subordinate supervisors, and performs a full range of supervisory functions. Supervises a total of 4-5 first line Supervisory Detention Officers at the Aguadilla Facility.
- Plans and schedules work on a daily, weekly, monthly, and quarterly and longer basis. Sets and adjusts priorities, and prepares schedules for completion of work. Assigns tasks, details, and assignments through subordinate supervisors based on priorities, and the contract requirements through the client's request and/or Program Manager's request.
- Through subordinate supervisors, monitors and evaluates employees' work. Counsel subordinate employees (first line supervisors and Detention Officer) on performance requirements. Discusses progress toward performance goals and identify areas needing improvement. Ensure employees have a balanced view of their strengths and areas needing improvement in relation to performance expectations. Recommends policy modifications intended to improve and develop employees.
- Monitors and evaluates the delivery of services to the client. Develops and implements plans to improve the delivery of services, individually, with other supervisors, and with collaborative efforts with the Assistant Program Manager and the Contracting Officer Representative (COR). Submit to the Assistant Program Manager any request for adding, deleting and/or modifying policies and procedures to improve operations within the facility.
- Submit to the Program Manager officer's leaves request for approval. Participate in candidates' interviews and recommend appointments. Recommend rewards for performance accomplishments, as well as promotions. Hears and resolves complaints from employees, refers group grievances and more serious complaints to a higher level. Takes or recommends disciplinary action, as appropriate, and recommends actions in more serious cases or those involving subordinate supervisors.
- Review, prepare, and consolidate invoices for monthly billing for Detention and Transportation services performed by the Corporation to the client.
- Enters time and attendance information of employees' hourly work carried into the True Time time-keeping system for the Aguadilla Facility, thus insuring that AGS, LLC. is properly compensated for services rendered under the contract and the client is billed appropriately for the services received.
- Ensures that all Aguadilla Facility staff comply with contract requirements having all required credentials and computer data systems active. These include but are not limited to PIV card/credential, Airport Badge, ICE systems access, like EADM and ICE Training access. When access to computer data systems and/or credentials are to expire this staff member assures that subordinates maintain access and credentials active, thus assuring continuity of operations.
- Advises PMO staff on a variety of the more complex technical and administrative duties of the operation, including:
- Submits monthly reports on work performed both specific and statistical purposes.
- Monitors immigrant trends and patterns, and recommends changes and improvements in operations, staffing and required supply needs
- Responsible for the custody, transportation and removal of violators of Immigration and Nationality laws and regulations who are subject to removal at Federal, state and local criminal institutions (i.e. correctional facilities, courts, jails, parole and probation offices).
- Responsible for the supervision of armed land transportation/escort of aliens, under final orders of removal, to the designated port of entry within the area of responsibility (AOR).
- Responsible for the supervision of detention responsibilities including care, supervision and transportation (including prison pick-ups and court transportation) of aliens detained in the ICE facility. These include detainees under criminal or administrative Immigration proceedings. Agencies that house detainees in the facility are Immigration and Customs Enforcement, Customs and Border Protection and Homeland Security Investigations.
- Performs other duties as assigned.
Qualifications
- Must have a minimum of 3 years of experience as a Supervisor Detention Officer or 5 years of successful experience in field supervision (civilian law enforcement, commercial or industrial guard service, or security service supervisory position).
- The 5-year requirement may be satisfied by completion of a career development program that includes work-related experience, training, or college credits at a level of achievement equivalent to the basic requirement.
- US citizen or a person lawfully admitted into the United States for permanent residence and have resided in the U.S. for the last five years.
- Possess a high school diploma or equivalent (GED).
- Pass a criminal background and consumer credit check (no criminal record).
- Obtain and maintain a DHS/ICE government clearance.
- Pass all pre-employment and random drug tests.
- Pass a medical examination and meet health requirements.
- At least 21 years of age.
- Possess a valid state driver's license (Cat4 preferred) and Firearms license under the regulations of the Commonwealth of Puerto Rico.
- Ability to obtain a state security guard license from the state.
- Maintain current/physical residency in the continental United States.
- Knowledge of day-to-day operation of a detention services center.
- Knowledge and skills in ensuring maximum level of safety and security to protect detainees, staff and facility from fire, security breaches, while ensuring operation within established facility rules.
- Ability to greet and deal tactfully with the general public.
- Capability of following and understanding written and verbal orders, policies and regulations
- Incumbent shall be literate and able to interpret printed rules and regulations, detailed written orders, training instructions and materials, and are able to compose written and oral reports.
- Incumbent must exercise good judgment, courage, alertness, an even temperament, and render satisfactory performance through his/her responsibilities.
- Ability to maintain poise and self-control during situations that involve mental stress, such as fires, explosions, disturbances and building evacuations.
- Maintain a professional personal appearance and calm demeanor.
- Maintain confidentiality.
- Possess a high degree of integrity, accountability and adhere to the American Correctional Association and DHS ICE standards.
- Demonstrate an ability to work with a diverse population of people, including people of different cultures, with different values and lifestyles, with a cross-cultural perspective.
- Maintain current/physical residence in the continental United States.
Desired Qualifications:
- Knowledge of and familiar with ACA and DHS ICE National Detention Standards and regulations on the operation of detention and correctional facilities.
- Membership in the American Correctional Association.
- Fully Bilingual.
Physical Demands:
- The incumbent is required to work the majority of hours in an indoor/outdoor detention center
- environment, standing and walking the majority of time, and respond quickly to changes in work
- demands, emerging situations and emergencies
- This position requires the candidate to maintain physical fitness standards and must be able to
- pass and maintain required physical testing requirements and standards which includes:
- Must be able to lift heavy object up to 50lbs frequently and up to 70lbs occasionally.
- Must be able to push a wheelchair bound individual weighing up to 300 lbs and helping
- individual in and out of chair.
- Must be able to bend, stoop, crawl, kneel, twisting, reaching overhead and climb stairs, ladders and slopes periodically.
- Strictly maintain physical fitness standards for law enforcement related position throughout your employment under this contract.
- Ability to walk through all areas of the facility for tours and compliance inspections in varied weather conditions.
- Ability to stand, sit, walk, bend and reach for extended periods of time.
- Ability to respond quickly during emergency situations.
- Ability to work without restrictions and limitations.
- Ability to greet and deal tactfully and professionally with the general public.
