Resource Advisor / Budget Analyst
One (1) Position Available | Shaw AFB, SC

ABOUT THE OPPORTUNITY
Blue Sky is seeking a highly qualified Resource Advisor / Budget Analyst to support a critical U.S. Air Force
mission at Shaw Air Force Base, South Carolina. This role supports 24/7/365 global operations for one of the
nation's most advanced remotely piloted aircraft (RPA) programs. As a Blue Sky employee, you will work
alongside military and government professionals in a high-tempo, mission-critical environment that directly
contributes to national security.
KEY RESPONSIBILITIES
• Serve as the resource advisor/budget analyst and assist the Wing Finance Manager in day-to-day control
and management of wing budget formulation, execution, and analysis
• Function as the point of contact for day-to-day budget and financial issues; work with MAJCOM and
budget office counterparts to obtain, monitor, and track organizational funds
• Participate as a member of the Financial Working Group (FWG), making recommendations on funded
and unfunded priorities, preparing justifications, and defending requirements at Financial Management
Boards
• Perform budget formulation work: review and prepare budget estimates and financial plans; research,
consolidate, and summarize budgetary data from source documents, automated systems, accounting
records, and reports
• Review organizational historical data and match funding requests with past records to determine spending
trends and forecast annual funding needs
• Develop consolidated budgets; draft justification statements for funding requests; review budget
submissions for compliance with rules, regulations, and procedures
• Perform budget execution work: monitor obligations and expenditures; track reimbursable orders and
allotment requests; identify and report discrepancies in obligations vs. expenditures
• Prepare and conduct reprogramming and adjustments to cover shortfalls, unanticipated expenses, and
emergencies; identify actions requiring prior approval
• Make recommendations for transfer of funds between object class and line-item accounts; monitor year-
end closing to ensure proper and full use of funds
• Provide advice and guidance on budgeting matters including types of funding available, effects of
budgetary changes, and status and use of funds
• Conduct budget-related training for organizational personnel; evaluate results for effect on program plans
and funding
• Conduct special studies of financial programs and funding requirements using budgetary methods,
statistical formulas, and comparative analyses
• Use budgetary and automated systems (DEAMS, PIEE, etc.) to produce required budget reports, plans,
and schedules; perform quality checks of automated system data
MINIMUM QUALIFICATIONS
• Minimum of four (4) years of experience working as a Squadron-level (or higher) Resource Advisor
• Experience interfacing with higher headquarters for financial reporting
• Familiarity with Air Force Financial Management software including DEAMS (Defense Enterprise
Accounting and Management System) and PIEE (Procurement Integrated Enterprise Environment)
• Active Secret security clearance required
, • Strong analytical skills: ability to research, interpret, and apply financial data to budget planning and
execution
• Ability to prepare detailed reports, justifications, and briefings for senior leadership
• Proficiency with Microsoft Office Suite, especially Excel; experience with automated budgetary systems
SECURITY REQUIREMENTS
• Secret security clearance required
• No negative administrative, judicial, non-judicial, or criminal action/record in previous civilian or
military employment for the past five (5) years
• No history of being terminated from civilian employment, denied reenlistment, or separated from the
military under other than honorable conditions
• Must be a U.S. Citizen; Common Access Card (CAC) required
• Must successfully complete Shaw AFB background check prior to installation access
WORK SCHEDULE
• Normal duty hours: 0730–1630, Monday through Friday
• Flexible scheduling may be required to meet mission needs (up to 2-hour adjustment)
• All federal holidays observed, plus ACC Goal Days
• No telework authorized — on-site presence required
