This Tucson-based Program Security Specialist position will support the Global Security Services (GSS) Industrial Security Team. The Program Security Specialist is an embedded security professional, security decision authority, and facilitator of a range of frontline of security services. Professional services include writing policies and procedures, coordinating government accrediting authorities and customers, managing contractual Security required training courses and preparing security assessments, investigative, and analytical reports for senior security and Program Leadership Teams. Promotes regulatory compliance with Department of Defense security regulations through effective training and influence and advises Program leadership and staff on multiple efficient options within the security policy space. Interacts and partners with senior peers from program Finance, Contracts, Supply Chain, Quality, Operations, and Engineering to meet program objectives. This position will report directly to the Sub Strategic Business Unit Security Manager and will functionally align to the Raytheon GSS Industrial Security, Center of Excellence

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. What You Will Do
- Execute both tactical and strategic security planning to ensure compliance with global security requirements, engaging with internal stakeholders, government customers, and external security partners.
- Oversee contract security reviews to ensure alignment with NISPOM (32 CFR Part 117), DD254 requirements, and applicable Statements of Work (SOW)
- Represent GSS leadership by implementing security strategies, fostering strong customer partnerships, and promoting proactive, solutions-oriented engagement.
- Advise program leadership and security personnel on resolving complex security issues involving government customers, subcontractors, RTX teammates, and internal stakeholders.
- Provide guidance and support to facility security teams to ensure consistent application of policies and compliance across multiple locations.
- Travel as required to support program execution and deployed security operations (CONUS and OCONUS)
- Advise and assist local government, military, and company security managers in solving security matters at deployed field sites in the continental United States and abroad.
- Researching contractual (SOW, CDRL, etc.) documents, internal directives, and the NISPOM Rule 32 CFR Part 117 for security applicability and impact analysis.
- Elevating classification issues to local subject matter experts and customers.
- Track, analyze, and report security violations and metrics to inform leadership decisions and drive continuous improvement.
- Assisting in preparation of Transportation Plans, Transmissions Plans, and security plans as required in the movement of classified, domestic, and international transmittals.
- Conduct interviews and follow-up actions to determine root cause, corrective action recommendations and culpability related to security inquires when an infractions or violation have been determined IAW with Raytheon policy, NISPOM and Contractual requirements.
- Work with key stakeholders to implement corrective action plans from the following but not limited to: Program Self-Inspection, USG Inspections, and Security Inquires.
- Lead teams in support of classification management, OPSEC, and threat awareness training programs and their delivery to program personnel.
- Assisting cybersecurity teams in the planning and coordination of accreditation of classified Information Systems.
- Organizing security support, including security plan preparation and execution for off-site activities.
- Support Defense Counterintelligence and Security Agency (DCSA) inspections, including preparation, execution and resolution of audit findings.
- Visiting subcontractors and other locations to conduct formal assessments or provide security assistance as needed.
- Collect, analyze, and present security data and program reviews to audiences across varying levels of leadership.
- Managing and presenting program security review briefings to varied audience size and organizational levels.
- Lead self-inspections and security assistance visits to locations.
- Supporting other Strategic Business Units and special projects as determined by security leadership and the needs of the business.
Qualifications You Must Have
- Typically requires :A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience
- Experience working with NISPOM Rule 32 CFR Part 117, DD254s, DoDI 5200.48 and associated military equivalents.
- Experience with all Microsoft Office Suite (Word, Excel, PowerPoint, etc.)
Qualifications We Prefer
- Ability to analyze and brief key points from Program SCGs, OPSEC Plans, threats and vulnerability assessments to program leaders.
- Self-motivated with the ability to make independent decisions, research and provide security explanations from documentations, instructions, guides and other directives.
- Strong experience in writing and developing training, operational plans and directives.
- Familiarity with ITAR and export control procedures.
- Effective multi-tasking and time management skills.
