What You Will Do :

Develop business partner relationships with suppliers as well as internal stakeholders. Lead procurement activities and be the focal point for supplier performance.

Lead Supplier interaction and collaboration with internal cross-functional teams to manage a variety of procurements including but not limited to build-to-print, performance specifications, Supplier Statements of Work (SSOWs), with medium/high complexity.

Participate in capture/proposal efforts, review adequacy of requirements flow-down, generate RFI/RFQ/RFPs, and lead Best Value Source Selection and down select activities.

Develop negotiation strategy and lead multi-functional negotiation teams; negotiate price, schedule, and Terms & Conditions with suppliers/subcontractors.

Prepare purchase order documentation in compliance with FAR and DFARs regulations, prime flow downs, company policies, procedures, and command media.

Execute and manage various types of contractual activities / agreements, such as PIA, Letter Subcontracts, Long Term Agreement, Bailment, etc.

Post award PO / Supplier management to ensure meeting program requirements (quality, schedule, financial, etc.).

Communicate clearly and effectively, be proactive in a very fast paced environment; flexible, creative thinking, work with speed and agility while ensuring compliance to company and government requirements.

What You Will Learn

Advanced DoD Procurement and Subcontracting skills including strategic partnership, complex subcomponents, Advanced contract vehicles (CPFF, CPIF, FPIF, etc.)

Qualifications You Must Have :

Typically requires a Bachelor's and a minimum of 5 years prior relevant experience, or an Advance Degree in a related field and a minimum of 3 years' experience.

DoD procurement experience and knowledge of Federal Acquisition

Regulations (FAR/DFARS) - ability to place Purchase Orders over TINA dollar threshold

The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer:

Masters' degree in supply chain, business, engineering or related field

Experience working proactively with cross functional teams to resolve supplier issues and internal process challenges

Experience managing a high volume procurement desk with POs over the TINA threshold

SAP based environment experience

Experience with technical requirements of procured hardware and services - including Statement of Work (SOW), build to spec and build to print procurements

Experience implementing/executing supplier recovery efforts and running supplier calls

Experience with executing FFP and Cost Plus Fixed Fee contracts

Familiarity with the International Traffic in Arms Regulations (ITAR)

Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)

Experienced with leading onsite supplier reviews

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
