Position Title: Program Manager, Subject Matter Expert

Job Summary:
The Business Process Improvement and Management Support Services (BPIMSS) contract supports the U.S. Citizenship and Immigration Services (USCIS) mission to enhance operational efficiency, governance, and data driven decision making across the Immigration Records and Identity Services Directorate (IRIS), Verification Division (VER), and the Field Operations Directorate (FOD). This effort provides executive management consulting, program and project management support, Agile adoption, business process optimization, data analytics, operational readiness, and strategic communications in support of critical immigration and identity verification programs.
Under this contract, the contractor partners closely with USCIS leadership to streamline business operations, improve information technology investments, and ensure alignment between policy, process, and technology initiatives. The work requires deep subject matter expertise in immigration policy, USCIS and DHS systems, and the broader immigration ecosystem, as well as proven experience managing large‑scale, complex federal programs. Successful performance demands strong executive engagement, disciplined governance, Agile program execution, and measurable outcomes that improve mission performance, transparency, and service delivery.
The Subject Matter Expert (SME) Program Manager serves as the senior, on-site (or authorized remote) leader responsible for overall contract execution, program governance, and delivery of business process improvement, Agile program management, and executive consulting services in support of USCIS VER and FOD. The SME Program Manager provides strategic direction, technical oversight, and subject matter expertise across immigration operations, USCIS systems, and DHS business processes, ensuring high-quality, timely, and compliant delivery of all contract requirements.
Education and Experience:
Education:
Master's degree in Business Administration, Public Administration, Information Technology or a related field.
Experience:
Minimum of 10 years of progressive program and project management experience, including at least 5 years managing large-scale, complex federal programs.
Minimum of 5 years of experience supporting immigration-related programs, with demonstrated knowledge of USCIS, DHS components, and the broader immigration ecosystem.
Proven experience leading cross-functional teams in complex, multi-stakeholder environments.
Certifications:

Essential Duties:
Program and Contract Management
Provide end-to-end program management oversight for all BPIMSS task areas, ensuring alignment with USCIS mission objectives, priorities, schedules, and performance standards.
Serve as the single point of accountability for contract performance, deliverable quality, risk management, and stakeholder coordination.
Develop and maintain integrated master schedules, strategic roadmaps, and implementation plans reflecting people, process, and technology dependencies.
Oversee development and submission of all required monthly status reports, quarterly updates, performance metrics, and final assessments in accordance with the SOW.
Executive Consulting and Stakeholder Engagement
Advise USCIS executive leadership on strategic planning, operational efficiency, policy alignment, and organizational transformation initiatives.
Facilitate cross-functional collaboration among VER, FOD, USCIS headquarters, DHS components, and external federal partners (e.g., SSA, DOL, DOS).
Lead and participate in executive-level briefings, governance boards, and decision forums, providing data-driven recommendations and actionable insights.
Agile Adoption and Governance
Lead the implementation and scaling of Agile, Lean, and SAFe methodologies across programs and projects.
Establish and maintain governance artifacts including project charters, RACI matrices, gate reviews, sprint planning artifacts, risk and issue logs, and performance dashboards.
Ensure Agile practices are effectively applied across product owners, project managers, and technical teams while remaining aligned with USCIS governance requirements.
Business Process Improvement and Technical Oversight
Provide subject matter expertise in immigration policy, USCIS operational processes, and DHS identity and verification systems, including SAVE and E‑Verify.
Oversee development of business requirements, process models, functional specifications, and operational readiness documentation supporting IT modernization and process optimization initiatives.
Guide alternative analyses and process reengineering efforts to identify efficiency gains, cost savings, and improved service outcomes.
Data‑Driven Decision Support
Oversee development and use of KPIs, ROI metrics, predictive models, and performance analytics to support USCIS leadership decision-making.
Ensure data analytics products, dashboards, and reports align with mission priorities and are delivered using approved tools and methodologies.
Operational Readiness and Change Management
Direct the development and execution of change management, communications, training, and operational readiness strategies supporting phased technology and process deployments.
Ensure effective coordination of alpha/beta testing, user acceptance testing (UAT), and post-deployment evaluations, incorporating feedback for continuous improvement.
Promote knowledge management and lessons-learned capture across all task areas.
Compliance and Security
Ensure all contractor personnel and activities comply with DHS and USCIS security requirements, including SBU handling, background investigations, and access controls.
Enforce adherence to Section 508 accessibility requirements, Plain Language standards, and applicable federal policies.
Maintain compliance with reporting, GFP accountability, and USCIS operational protocols.
Knowledge, Skill and Abilities:
Demonstrated ability to lead cross-functional teams and manage competing priorities. Experience with Agile methodologies, program planning, risk management, and performance reporting.
Strong communication and stakeholder engagement skills at the executive level.
Five years of experience with immigration policy, exposure to the agencies and offices operating in the immigration ecosystem, and the DHS systems used for identity management and immigration status.
