Job Description
Duties
- Serves as Numbered Air Force (NAF)'s subject matter expert on Information Warfare (IW). As SME with extensive operations experience to lead/assist in planning, tasking, coordination and monitoring of IW operations between the NAF and subordinate units.
- Serves as Information Warfare (IW) expert to understand, explain, and monitor overseeing global IW operations. Serves as a subject matter expert for cyberspace intelligence collection and operations. Evaluates relevance and reliability of classified and unclassified information to understand adversary strengths and weaknesses.
- Subject Matter Expert and senior adviser for Joint operations planning: Leads Branch/team to provide support to commanders and other customers for successful IW operations planning within customer's areas of responsibility.
- Develops, introduces and demonstrates IW capabilities to all service, national, and coalition customers. Informs Combatant Commanders of IW asset capabilities to maximize COCOM force effectiveness and optimize friendly force strengths, exploit adversary weaknesses, and minimize adversary strengths.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management, develops, modifies, and/or interprets performance standards.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of the full range of information warfare (IW), information operations (IO), intelligence research, collection methods, techniques, and practices to use multi-source information systems to capture data in order to make recommendations in developing threat assessments, recommendations and courses of actions (COAs). Knowledge of advance analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources, to include database manipulation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources.
2. Knowledge of joint operational planning, protocols, base operations, and operational employment procedures of 16 AF IW assets. Expertise to include planning de-confliction, current operations plans, Operations Orders (OPORDS), Cyber Tasking Orders (ATOs), Annual Campaign Orders (ACOs) in order to provide oversight and guidance to plan/assess IW operations, interpret policy, and commit resources.
3. Extensive knowledge in operational planning processes, operations experience to lead/assist in planning, tasking, coordination and monitoring of air operations between the NAF and subordinate units and manages administrative processes, design & development of NAF-level airpower courses of action.
4. Knowledge of Global Force Management allocation process, Air Operations Center operations and tactical-level ISR mission planning and knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/ functions, Special Operations missions involving ISR, inter-relationships and operations throughout the JSR enterprise.
5. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing operational requirement assessments that answer specific tasks to link and leverage 25th Air Force capabilities in support of consumers, customers, and clients; skill in communicating effectively with others, both orally and in writing; in working out solutions to problems or questions related to the work; writing clear and concise intelligence-related products; and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
6. Ability to maintain control of classified material; quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or justify a position effectively; ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
