Job Description

Duties

  • Administers the policy and resources division day to day human resource management functions required for the operations of the Directorate of plans, programs and requirements, HQ Air Combat Command.
  • Establishes, defines, and implements Human Resources systems applications to perform administrative functions and support processes within the Directorate to ensure operations are in line with the regulatory requirements, support goals, and mission requirements.
  • Advises senior management, supervisors, and managers on civilian personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields.
  • Participates in special studies and projects related to manpower and personnel programs.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1)Extensive knowledge of manpower program management strategies and concepts related to Air Force personnel structures and missions of organization; (2) Managing and coordinating complex activities in order to control a variety of projects and actions pertaining to personnel/manpower/services program administration responsibilities that occur concurrently and are broad, comprehensive, and require various stages to complete; (3)Developing, monitoring, and analyzing applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of Air Force wide programs; (4) Advising organization staff personnel on the functions and capabilities necessary to address human capital skills, and knowledge required to ensure mission accomplishment; (5) Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track Requests for Personnel Actions (RPA)s, ensure forms for civilian pay actions are submitted for in-processing and out-processing employees or members, and comparable actions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific
program and or functional field to support Air Force wide personnel/manpower/services program administration
responsibilities.

2. Knowledge of the laws, regulations, principles, and practices of personnel/manpower/services program
administration. Ability to establish effective working relationships and to communicate well with others, orally and in writing,
including preparing and conducting formal and informal briefings.

3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge
of common management principles to provide advisory services and inspect assigned programs.

4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program
effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on
important issues.

5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing
program requirements within available resources and with minimum sacrifice of quality or quantity of work.

6. Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide
advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for
personnel actions, and ensure forms for civilian pay actions are submitted for in-processing and out processing
employees and comparable actions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
