Budget Analyst

Duties

• Performs planning, analysis, formulation, and execution of a complex base operations and mission support program, managing multiple appropriations and an automated budget service under guidance of the team lead and Financial Manager.
• Coordinates budget and program actions with Command activities, serving as liaison to program managers, test directors, and support organizations to ensure proper reimbursable funding procedures and alignment with mission requirements.
• Prepares consolidated forecasts and formal reports on budget and program execution, providing timely, accurate financial data and analysis as required by the team leader and supervisor to support informed decision-making.
• Monitors obligation and expenditure of operating funds to ensure proper allocation, timely execution, and compliance with authorized management objectives, identifying issues that could impact mission support effectiveness.
• Generates and analyzes data for status-of-funds reports and cost analyses or comparisons requested by higher Headquarters or Command, ensuring financial transparency, accuracy, and support for strategic resource decisions.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This role requires Financial Management Level 2 Certification. Employees must meet all Department of Defense and Army program requirements. Failure to obtain the certification within the required timeframe may result in adverse action.
• This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes: 1) Experience formulating, analyzing, or executing budgets; and 2) Experience monitoring, adjusting, or reporting on budget execution to ensure proper obligation, expenditure, and compliance.

This definition of specialized experience is typical of work performed at the next lower grade position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
