Job Description

Duties

  • Serve as Program Manager for the Washington Aqueduct District.
  • Develop, oversee, and implement of a Federally owned and operated water utility, asset management program.
  • Analyze and evaluate planned approaches for implementation and prepare recommendations for action.
  • Interpret policies affecting the Asset Management Program and ensure their consistent application throughout the organization

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position is subject to pre-employment drug screening, and random testing thereafter.
  • The incumbent must obtain and maintain Confined Space Entry certification.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) Managing a comprehensive asset management program by providing technical oversight and strategic direction for a complex portfolio of assets, such as those in a water utility; (2) Developing a long-range strategic asset management plan that established standardized processes, metrics, and risk-based life cycle cost strategies to ensure the sustainability of infrastructure; (3) Analyzing complex technical and operational issues to evaluate planned approaches, define unprecedented conditions, and prepare actionable recommendations for senior leadership; and (4) Directing an organization's energy and water management program by developing conservation projects, tracking consumption data, and implementing efficiency strategies to meet federal mandates and organizational goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
