Job Description

Duties

The primary purpose of this position is: To serve as a program analyst responsible for performing program analysis and inspections involving inspection mission objectives, analysis, evaluation, and management of readiness initiatives. The incumbent will measure overall effectiveness through the planning and execution of inspections of Major Command Headquarters and HAF-level agencies.

DUTIES:
  • Conducts analysis of inspection and other identified programs as a Program Analyst and inspection functional to initiate and participate in studies and verify optimal combat readiness of HAF-level, MAJCOM, and Wing missions
  • Conducts and administers the Air Force Inspection System Program
  • Conducts various training courses for assigned AFIA and Air Force personnel
  • Develops and implements enterprise-wide policies, programs, and procedures for the Air Force
  • Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis Series (0343).

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs related to conducting readiness operations, and resolving conventional problems in conformance with established criteria; Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important programs; Knowledge of AFIA program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a range of advanced concepts, principles, criteria, requirements, technology, and practices involved in program analysis and inspection of the Air Force with the skill to interpret program laws and directives, particularly as they relate to the Department of Defense.
  • Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to conduct analysis, inspections, and support and promote information sharing and strategies.
  • Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations.
  • Knowledge of Department of Defense and Air Force operations to perform expert studies and prepare reports, briefings, documentation, and correspondence to communicate factual and procedural information clearly.
  • Knowledge of the principles, concepts, and theories of Air Force operations, and the standard practices, methods, and tactics, techniques, procedures of the occupation sufficient to perform difficult and complex, but well precedented assignments.
  • Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
