ASRC Federal Technology Solutions is seeking a Technical Deputy Project Manager (DPM) who provides strategic and hands-on technical leadership for solution development initiatives supporting the Department of State's Public Diplomacy (R Family) mission. This role oversees the design, development, integration, deployment, and sustainment of enterprise systems that enable program operations, data management, and mission-critical workflows. The DPM ensures that technical solutions are scalable, secure, interoperable, and aligned with both business requirements and federal compliance standards.
The DPM must bring strong, practical experience in solution development preferably with modern web applications and .NET technologies to effectively guide development teams, validate technical approaches, and ensure quality delivery. This position also plays a central role in translating business needs into actionable technical architectures and implementation plans that improve operational efficiency and drive digital modernization.
Location: Onsite (5 days a week at client site in Washington, DC)

Key Responsibilities
- Lead the technical planning, execution, and delivery of solution development projects supporting Public Diplomacy programs and operations.
- Provide oversight and direction for system architecture, application development, database design, cloud solutions, and automation initiatives.
- Guide development teams in implementing scalable application and database architectures.
- Participate in technical reviews, architecture discussions, and code evaluations to ensure sound technical decision-making.
- Coordinate cross-functional technical teams, including developers, DBAs, data specialists, cybersecurity teams, cloud engineers, and infrastructure personnel.
- Oversee solution deployment and maintenance across both on-premises (OpenNet/DMZ) and cloud (AWS) environments.
- Support and oversee SharePoint solutions and low-code/no-code capabilities using Microsoft Power Platform (Power Apps, Power Automate).
- Ensure adherence to federal cybersecurity and compliance requirements such as FISMA, NIST SP 800-53, FedRAMP, and agency-specific policies.
- Collaborate with stakeholders and program leadership to convert business requirements into system architectures and technical implementation plans.
- Monitor technical performance, program risks, and dependencies, recommending mitigation strategies as necessary.
- Contribute to program reporting, technical documentation, and briefings to government leadership.
Minimum Qualifications
- Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical field.
- Minimum of 6 years of IT, systems engineering, or enterprise application development experience, including at least 3 years of hands-on web application development (preferably .NET) and 3-5 years in technical leadership roles supporting federal IT programs.
- Demonstrated experience building web applications, with understanding of front-end and back-end development, RESTful APIs, authentication/authorization, MVC frameworks, and database integration.
- Experience with relational databases (Oracle, SQL Server, MySQL, PostgreSQL) and database design principles.
Experience managing deployments in cloud environments (AWS, Azure) as well as on-premises infrastructure. - Experience implementing DevSecOps practices and CI/CD pipelines (Azure DevOps, GitHub, Jenkins, GitLab, etc.).
Familiarity with enterprise integration approaches, APIs, and microservices-based architectures. - Strong understanding of federal cybersecurity frameworks including FISMA, NIST SP 800-53, and FedRAMP.
- Strong leadership, communication, and stakeholder engagement skills with the ability to evaluate and guide technical solutions.
Preferred Qualifications
- Hands-on .NET and C# development experience.
- Experience working with or administering Oracle databases.
- AWS cloud experience (EC2, RDS, S3, Lambda, etc.).
- Professional certifications such as PMP, PMI-ACP, CISSP, AWS Solutions Architect, or similar.
- Experience with Microsoft Power Platform (Power Apps, Power Automate, Power BI).
- Experience evaluating or implementing SaaS solutions within government environments.
- Experience leading application modernization or cloud migration efforts.
- Experience leading Agile/Scrum or SAFe development teams in a federal setting.
- Experience with modern JavaScript frameworks (React, Angular, Vue.js
