Job Description

Overview

This role focuses on developing and implementing a comprehensive IT strategy that aligns with the overall COMM/CIO objectives, overseeing IT governance frameworks, managing risk, ensuring compliance, and collaborating with key stakeholders to prioritize and execute technology initiatives, all while reporting directly to the CIO and acting as a strategic advisor to the leadership team.

Responsibilities

Strategic Alignment:

Develop and maintain a long-term IT vision and strategy that directly supports the organization's business goals.
Conduct regular assessments of business needs and translate them into IT requirements.

Prioritize IT projects and investments based on their strategic value.

IT Governance Framework:
Establish and manage a robust IT governance framework including policies, procedures, and standards for IT operations, security, and compliance.
Define clear roles and responsibilities for IT stakeholders across the organization.
Monitor adherence to IT governance policies and implement corrective actions when necessary.
Performance Management:

Establish key performance indicators (KPIs) to measure the effectiveness of IT initiatives and service delivery.
Monitor IT performance against KPIs and take corrective action when necessary.
Stakeholder Management:
Build strong relationships with business leaders across different departments to understand their IT needs and align IT strategy accordingly.
Communicate IT plans, initiatives, and updates effectively to stakeholders.
Technology Leadership:
Stay abreast of emerging technologies and assess their potential impact on the business

Evaluate and recommend new technology solutions to support business requirements.

Required Qualifications

  • Doctorate and 8 years OR HS/GED and 16 years OR AS and 14 years OR Bachelor's and 12 years OR Master's and 10 years
  • Extensive experience in IT portfolio management, enterprise architecture, and IT governance
  • Deep knowledge of FITARA, FISMA, UAF, and federal IT policies
  • Strong leadership and strategic planning capabilities
  • Expertise in project management, financial oversight, and data analytics
  • Excellent communication and executive-level briefing skills
  • TS/SCI with Poly


Desired Qualifications

  • PMP, ITIL, CISSP, or equivalent certifications
  • Advanced experience with MS Project, ServiceNow, Power BI, and SharePoint
  • Strong understanding of federal acquisition processes (FAR, NAM)
