The Advanced Radio Frequency (ARF) Product Line is seeking an experienced Program Management Director to assume leadership of the Advanced Electronic Warfare Programs (AEW) business area. The Director will be responsible for capture, planning, execution, mission-area transition, and growth of an Electronic Warfare-based technology development, technology maturation, and risk-reduction program portfolio. This position will report to the Adv RF Senior Director within the Airborne Spectrum Dominance Sub-Strategic Business Unit which is in the Advanced Technology Strategic Business Unit.

This role is onsite in Goleta, California. Relocation assistance available.

What You Will Do
  • Successful execution and reporting of all efforts to both the customer and Raytheon business leadership
  • Executing the program plans to achieve program deliverables, directing internal company investment, developing winning strategies and proposals, attracting talent, establishing and maintaining strong customer relationships in a complex technical environment, and partnering with government counterparts to market potential programs in the Science and Technology Acquisition community
  • Draw from extensive, cross-functional Program Management leadership skills to drive synergies and align communications horizontally and vertically as well as collaborate across the Raytheon enterprise and the broader industry
  • Along with the technical complexity inherent in the portfolio, this individual will need to maneuver through very complex customer communities
  • Operate effectively within the bounds of complex security requirements
  • Highly persuasive skills to influence peers, executive level individuals, and senior level customers to make additional investment decisions
  • Collaborate with multiple functional partners and technology leaders to provide recommendations on necessary Electronic Warfare investments to proactively develop growth strategies and deliver gap closure solutions
  • Help synthesize cohesive technology roadmaps and investment plans
  • Travel roughly 25% of the time between RTX sites and visit customer locations in support of business execution and growth requirements


Qualifications You Must Have
  • Typically requires a Bachelor's Degree in Science, Technology, Engineering, or Mathematics (STEM) and minimum 14 years of prior relevant experience
  • Experience with S&T customers, DARPA, IARPA and/or service acquisition offices
  • Capture and program execution experience in S&T and/or EMD programs
  • Experience with Electronic Warfare and RF sensor technologies to include developing and/or managing technical roadmaps
  • Active and transferable Top Secret U.S. government issued security clearance is required prior to start date with the ability to obtain program access and Top Secret/SCI after start


Qualifications We Prefer
  • Experience leading systems development and/or design within the last three years
  • Experience developing, maintaining and growing a business strategy aligned with an Annual Operating Plan as well as a Long-Range Plan
  • Ability to evaluate potential opportunities and capture planning
  • Broad and deep experience in RF systems development, to include technology development, EMD, and production transition phases
  • RTX Program Management Level 3 Certification with EVMS Certification, or ability to obtain within six months of start date
  • Proven ability to lead, monitor, interact with and course correct technical teams to support customer goals in a matrixed environment
  • Able to interact with senior levels of leadership including internal leadership, customers, teammates and suppliers.
  • Business and project management experience with tools and procedures such as EVMS, IMS/IMP, Risk Management, and Financial Forecasts
  • Experience as a change agent, able to energize organizations to achieve beyond expectations

The salary range for this role is 204,800 USD - 389,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
