Specialized Experience:
GS-10: I have one year of specialized experience equivalent to the GS-9 grade level in the Federal service which includes: 1applying engineering and construction principles, concepts, and techniques associated with assisting in the processing of contract changes on construction contracts. This definition of specialized experience is typical of work performed at the next lower
grade/level position in the federal service (GS-09).
GS-11: I have one year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes: applying engineering and construction principles, concepts, and techniques associated with assisting in the processing and advising of
contract changes on construction contracts. Provides appropriate and reasonable strategies for the resolution of identified contractual changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Review and evaluate complex contract changes, cost proposals, and claims to determine merit and compliance.
- Negotiate contract modifications, equitable adjustments, and cost proposals with contractors.
- Prepare and process contract documents, funding requests, and formal agreements for approval.
- Analyze contractor schedules and construction progress to assess time impacts and validity of extension requests.
- Conduct detailed research and documentation to support decisions and reporting to management and legal staff.
Conditions of employment

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- The incumbent is required to obtain Contracting Course's within 3 years of appointment.
