Five Rivers Analytics is looking for a Senior Program Manager to work in Herndon, VA on a hybrid basis. The Senior Program Manager II, Defense (DoW) IT Portfolio, provides leadership and oversight for a global portfolio of Defense IT Services programs. This role is responsible for delivering secure, reliable, and scalable enterprise IT services across infrastructure, cybersecurity, cloud, and end-user environments. The Sr PM II leads a cadre of senior IT program managers and IT project managers, ensuring standardized program execution, and drives performance across cost, schedule, and technical delivery. This position also serves as a growth strategist for DoD IT Services across multiple Akima Operating Companies, aligning operational execution with business development and capture efforts to expand the IT portfolio. Responsibilities
- Lead execution of a portfolio of Defense (DoW) IT programs supporting enterprise environments (ITSM, network/infrastructure, cloud, cybersecurity, systems integration).
- Direct and mentor Sr PMs and project managers responsible for individual program areas within the Technical Solutions Pillar.
- Ensure consistent application of PMI and ITIL-based service delivery practices across all programs.
- Oversee program performance, including deliverables, SLAs, KPIs, risk management, and continuous improvement initiatives.
- Maintain technical oversight of enterprise IT environments, including network operations, virtualization, cloud platforms (Azure/AWS), and identity management (AD, CAC/PKI).
- Ensure compliance with RMF, NIST 800-53, STIGs, and DoD cybersecurity requirements, including ATO sustainment.
- Manage portfolio financials, including P&L, forecasting, and budget execution.
- Serve as primary interface with Government stakeholders; communicate program status, risks, and opportunities.
Leadership & Operational Execution:
- Lead, organize, and synchronize portfolio activities across multiple programs, ensuring alignment of priorities, resources, and execution timelines.
- Develop and deliver executive-level briefings to internal leadership and Government stakeholders on program status, risks, financials, and strategic direction.
- Effectively manage competing priorities across programs, contracts, and corporate initiatives in a dynamic, high-tempo environment.
- Exercise strong time management and prioritization discipline to ensure responsiveness to mission, customer, and corporate requirements.
- Resolve conflicts across teams, stakeholders, and priorities, driving decisions that maintain program performance and customer satisfaction.
- Operate with a high degree of flexibility and adaptability in managing a portfolio supporting 24/7/365 mission operations.
Business Development & Growth:
- Serve as the primary growth strategist for the Technical Solutions Pillar, identifying and driving organic and external growth opportunities.
- Support the development of white papers, sources sought responses, capability briefings, and RFIs.
- Partner with Business Development and Capture teams to shape technical solutions, staffing approaches, and pricing strategies.
- Identify and manage operational proposal resources for solutioning, content development, and technical reviews (and serve as a contributor when required).
- Engage in customer and partner meetings, including travel as needed, to support capture efforts and relationship development.
- Leverage customer relationships, market research, and portfolio insight to expand pipeline and position for future work.
Qualifications
- 8-10+ years of experience managing IT programs within the Federal/DoD environment.
- Demonstrated experience managing multiple programs or a portfolio of IT services.
- Demonstrated experience in proposal writing, technical solutioning, and winning new business in DoD/Federal landscapes.
- Must have Active Secret Clearance with ability to obtain Top Secret Clearance with SCI Eligibility.
- Strong experience in:
- Enterprise IT service delivery (infrastructure, network, cloud, cybersecurity).
- Program and project management (PMI-based methodologies).
- Portfolio financial management (P&L, forecasting, budgeting).
- Federal acquisition processes and FAR compliance.
- Contract types (CPFF, FFP, T&M).
- Working knowledge of:
- DoD enterprise environments (e.g., NIPRNet/SIPRNet).
- Cloud platforms (e.g., Azure or AWS).
- Cybersecurity compliance (e.g., RMF, STIGs, vulnerability management).
- Proven leadership experience managing senior program managers and technical teams.
Preferred Qualifications:
- Program Management Certification (e.g., PMP, SAFe, Lean Six Sigma, ITIL).
- DoD 8140/8570 IAT Level II compliant.
- Bachelor's Degree (or equivalent experience).
- Active Top-Secret clearance.
Preferred Technical Certifications:
- Relevant IT industry certifications in cybersecurity, cloud, networking, or enterprise infrastructure, such as:
- Advanced cybersecurity certifications (e.g., CISSP, CISM, or equivalent).
- Cloud platform certifications (e.g., AWS, Microsoft Azure, or equivalent).
- Networking or infrastructure certifications (e.g., Cisco, VMware, or equivalent).
Additional Preferred Experience:
- Virtualization technologies (VMware, Hyper-V).
- Enterprise tools (e.g., ACAS, Nessus, SIEM, monitoring platforms).
- IT modernization, cloud migration, and enterprise transformation initiatives.
