Key Responsibilities
- Lead FMS-funded manpower planning and staffing strategy
- Oversee integration of personnel requirements across:
- International partners
- S. Services
- Manage workforce requirements tied to FMS case execution and funding
- Coordinate with stakeholders to ensure accurate manpower projections and staffing
alignment
- Provide high-level analysis and recommendations on:
- Workforce allocation
- Funding impacts
- Personnel utilization
- Ensure compliance with DoD manpower and FMS policies
- Support reporting and audits related to FMS manpower
Minimum Qualifications
- BA/BS in Business, HR, or related discipline
- 10+ years of HR/manpower experience
- Experience supporting DoD or federal workforce programs
- Experience with FMS programs or international workforce support
- Knowledge of manpower planning, workforce analytics, and HR systems
- FMS Case Management in a large setting/DoD environment
Desired
- Experience with large-scale DoD programs (ACAT I preferred)
- Familiarity with Defense Ready (DR) manpower database or similar manpower systems
- Knowledge of DSCA processes and funding flows
- Knowledge and experience in the coordination and development of FMS manpower requirements packages
- Experience in developing and managing formal task management processes and toolsets
Accredited HR certification a plus
- FMS Case Management in a large setting/DoD environment
