Position Overview
The GARRETT GROUP is seeking a Web Development Technician to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7) under the Joint Exercise, Training, Assessment and Related Support (JETARS) contract.
The Web Development Technician designs, develops, and maintains web-based training and information management applications supporting USSTRATCOM's joint individual and mission training programs. The selected candidate will leverage expertise in web development, database management, and content delivery systems to enhance training infrastructure and enable effective information management across the J7 enterprise.

Position Overview
The GARRETT GROUP is seeking a Web Development Technician to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7) under the Joint Exercise, Training, Assessment and Related Support (JETARS) contract.
The Web Development Technician designs, develops, and maintains web-based training and information management applications supporting USSTRATCOM's joint individual and mission training programs. The selected candidate will leverage expertise in web development, database management, and content delivery systems to enhance training infrastructure and enable effective information management across the J7 enterprise.
Key Responsibilities
- Design, develop, and maintain web-based applications, training portals, and information management systems supporting J7 individual and collective training programs. • Develop and manage relational databases supporting training data, learner records, course scheduling, and performance tracking. • Build and maintain web content and e-learning modules using HTML, CSS, JavaScript, .NET, Java, and related frameworks, ensuring compatibility across SIPR and JWICS environments. • Develop interactive training content and multimedia modules using Adobe Captivate, Adobe Creative Suite, and related tools. • Design, configure, and maintain Microsoft SharePoint environments supporting training and major exercises (e.g., GLOBAL THUNDER, GLOBAL LIGHTNING). • Collaborate with training program managers, SMEs, and government stakeholders to gather requirements and translate them into functional web and database solutions. • Perform database administration tasks including maintenance, troubleshooting, performance optimization, and configuration management. • Apply version control practices and maintain documentation to support system continuity and knowledge transfer. • Support integration of AI and automation tools into training delivery and information management workflows. • Maintain awareness of emerging web development technologies and implement improvements as directed.
Required Qualifications
- Minimum 6 years of experience in web development and database management. • Demonstrated experience with HTML, CSS, JavaScript, .NET, Java, Microsoft SharePoint, Adobe Creative Suite, Adobe Captivate, or similar technologies. • Experience developing and managing relational databases and web-based applications. • Active Top Secret/SCI clearance with eligibility for NC2/ESI and Special Access Program (SAP) access (or ability to obtain within required timeframe).
Preferred Qualifications
- Experience supporting USSTRATCOM J7 or Combatant Command training information systems. • Experience building and maintaining SharePoint environments on SIPR and JWICS networks. • Familiarity with Joint Knowledge Online (JKO) Learning Management System administration. • Experience with MAVEN Smart Systems or similar defense analytics platforms. • Experience applying AI/LLM tools to training content development and delivery. • Familiarity with Section 508 accessibility standards for web-based training content.
