Job Description

Duties

  • Serves as the principal authority for developing, integrating, and defending USCYBERCOM's Program Objective Memorandum (POM) submissions. Translates strategic guidance and operational requirements into executable programmatic recommendations.
  • Applies advanced quantitative methodologies, including modeling, simulation, and statistical analysis, to assess cyber capability gaps, evaluate investment options, and recommend trade-offs.
  • Provides expert analytical support to senior leadership in shaping long-range (5-10 year) strategic plans for cyber programs.
  • Prepares and delivers programming justifications to senior stakeholders, including the Joint Staff, OSD CAPE, and congressional reviewers.
  • Collaborates with mission owners, capability developers, and functional leads to ensure programming inputs are analytically sound and mission-aligned.
  • Develops data-driven briefing materials and narratives to support USCYBERCOM's resource positions.
  • Participates in program reviews, working groups, and resourcing forums to advocate for Command priorities and ensure consistent messaging across the cyber community.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Employee must pass screening for illegal drug use prior to appointment and periodic drug screening thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
  • Prior to appointment applicants are required to sign a statement indicating they understand the conditions of employment or assignment to the position and acknowledge the consequences of failing to meet and maintain those required conditions.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by overseeing the management of cyber resources and programming efforts to develop and integrate Program Objective Memorandum (POM) submissions in alignment with mission priorities and strategic directives; analyzing program requirements and resources allocations to access capability gaps, evaluate alternatives, and support data-driven fiscal decision-making; and providing budget justifications and analytics reports to inform leadership decisions, ensure compliance with agency guidance, and support stakeholder engagement.
