The Opportunity
A s a CACI-Mission Engineering & Support SA/HUMINT Requirements Manager you will serve as key member of a threat analyses and strategic planning team supporting 389th Military Intelligence Command in direct support of 1st Special Forces Command, US Special Operations Command (USASOC), the Theater Special Operations Commands and other Strategic Partners across the Special Operations Forces Emerging Threat, Operations and Planning Support (SOFETOPS) enterprise. You will serve as a key member of the Tactical Intelligence Support Team, responsible for integrating and managing CI/HUMINT analysis, targeting and sensitive activities panning in direct support of mission-critical Priority Intelligence Requirements (PIR) and the broader SOF Sensitive Activities enterprise. You will ensure the delivery of accurate relevant, and timely analyses of threats, threat-actor capabilities, intentions and networks to support enterprise-wide planning and operations. You will facilitate strategic level engagements with SOF and Interagency partners, integrating Compartmented Capabilities, HUMINT collection, and CI capabilities in accordance with DoW directives and Intelligence oversight policies. You will develop comprehensive engagement plans, conduct research and analysis to identify capability and intelligence gaps, draft necessary coordination cable and concepts, operationalize multi-intelligence targeting products, consolidate data into lead profiles, develop operational proposals, and provide quality assurance for all SA product to drive operational decision-making and enhance Tactical Intelligence Support Team's mission effectiveness.
Responsibilities:
As a SA/HUIMINT Requirements Manager will perform analytical support to global SOF activities. The SA/HUMINT Requirement will support HUMINT collection at the direction, under guidance, oversight, and USASOC delegated authority of 1st SFC J2X per DoDD 3305.15, DoDD 5148.13, DoDD 3115.09, and DoDD 5240.01. The analyst will provide accurate, relevant, and timely analyses, assessments on threats, threat actor capabilities and intentions, partner force special operations capacity, and networks in accordance with, and determined by, 1st SFC missions and Priority Intelligence Requirements (PIR). You will provide advanced intelligence and operations support to 1st SFC J2X, J3X, and other Sensitive Activities Fusion Element mission requirements; comply with, support, and enforce intelligence oversight (10) practices and procedures following DODD 5148.13, DOOM 5240.01, and 1st SFC and USASOC policies.

Other duties and responsibilities include but are not limited to:
- Fully integrate sound Intelligence Oversight principles in all administrative and operational activities, as appropriate. This includes, but is not limited to, participation in staff assistance visits and compliance inspections and training.
- Report any Questionable Intelligence Activity (QIA) or Significant / Highly Sensitive Matter (S/HSM) to appropriately designated Government officials.
- Conduct research and analysis that supports 389th MI BN and 1st SFC debriefing plans and question sets.
- Support Key Leader Engagement (KLE) activities and briefings
- Develop and/or recommend innovative analytical approaches and solutions to problems and situations.
- Identify intelligence gaps and collection requirements to fill gaps and evaluate intelligence collected in response to requirements.
- Develop detailed threat analysis and assessments against a range of national and global threats to identify risks, gaps, and vulnerabilities and recommend countermeasures.
- Leverages and delivers the tools, expert analysis, and tradecraft required to provide timely, relevant, actionable, and understandable intelligence material to inform decision-makers and influence outcomes.
- Conducts all-source research, analysis, and target development through various reporting, processes, and databases.
- Conduct research, analyze, and create products/reports from multiple intelligence and operational sources to provide situational awareness of critical nature to 389th MI BN, 1st SFC, and other IA, and LE elements, or community-wide efforts involving military service, Department of Defense (DoD), National, and international level intelligence elements. Develop concept of operations for fly-away debriefing capabilities, as required.
- Shift work is required, including nights, weekends, and holidays, as operational requirements dictate.
- Maintain readiness and availability to respond to emergent situations outside of normal business hours.
Qualifications:
Required :
- Bachelor's Degree and 8 years of intelligence analysis, collection management, Government-trained intelligence and requirements management experience.
- 12 years of total intelligence analysis and collection management experience can substitute for a degree.
- An active TS/SCI Clearance with Poly
- Working knowledge of i2 Analyst Notebook, Palantir, CHROME, CRATE
- Proficient at using basic computer applications and intelligence-related automation to support analytical efforts and product development.
Qualifications
Desired :
- Advanced understanding of CI and HUMINT operations to assist in the development and implementation of CI and HUMINT collection, HUMINT Lead generation and development strategies, HUMINT management, collection, planning, and exploitation.
- Experience supporting a SOF Task Force, HUMINT Collection Team, CI Collection Team, HUMINT Exploitation Team, highly desired and preferred.
- Background supporting targeting efforts.
- A bachelor's degree in one or more disciplines is highly desired: Intelligence, Criminal Justice, Political Science, International Relations, World/Regional History, or other history/political/intelligence or law enforcement.
- Experience working in various operational environments.
- Possess analytic contacts throughout the IC.
